1M kids in EV eyed for measles, polio drive

The month-long campaign to start in May

TACLOBAN CITY – The Department of Health (DOH) is eyeing to administer measles and oral polio vaccines to more than one million children in Eastern Visayas in its month-long immunization drive in May.

The activity will cover 471,472 children (9 months to 50 months old) for measles and 550,559 children (0 to 59 months old) for polio.

“This campaign aims to prevent an impending outbreak and the continuous rise of measles and polio cases in the country,” Elena Villarosa, DOH 8 (Eastern Visayas) national immunization program manager, said in a phone interview Thursday.

The DOH held a preparatory workshop and microplanning in five batches for health workers in Biliran, Southern Leyte, Samar, Eastern Samar, Northern Samar, Leyte, Tacloban City, and Ormoc City.

Villarosa assured the public that the vaccines used in the government’s immunization campaign against measles-rubella and polio are safe and effective.

Measles is one of the most contagious diseases in the world. It is characterized by high-grade fever, rashes, cough, sore eyes, and runny nose and can lead to such complications as pneumonia, blindness, severe diarrhea, swelling of the brain, and even death.

Polio, on the other hand, is a potentially debilitating disease that causes fever, neck stiffness, and muscle weakness, and can eventually lead to lifelong paralysis.
The DOH said there is no specific treatment for both measles and polio, and the only reliable protection is through vaccination.

2 Samar power coops receive grants from EU to build solar power plants

TACLOBAN CITY – Two electric cooperatives in Samar province were recipients of a grant from the European Union (EU) under the Access to Sustainable Energy Program – Rural Network Solar (ASEP-RNS) to construct solar power plants.

Under the $1.17 million grant, a one-megawatt solar power facility will be constructed each by the Samar Electric Cooperative (Samelco) I and the Samar Electric Cooperative (Samelco) II.

The two Samar-based electric cooperatives are among the six power cooperatives which were identified under the EU grant.

The solar power plant for Samelco 1 will be constructed within the 1.5-hectare lot located beside their office in Barangay Carayman in Calbayog City while in Samelco II, the solar power plant is to be constructed at the 1.5-hectare property of the electric cooperative in Paranas town.

Samelco I serves the city of Calbayog and 11 towns while Samelco II serves the city of Catbalogan and 15 municipalities in the second district of the province.

Samelco I has 79,931 member-consumers while Samelco II has 99,750 member-consumers.

The construction of the facilities is expected to be completed by June of this year as the ground-breaking was held on March 14.

Among those who graced the groundbreaking were National Power Corporation vice president, Atty. Rogel Teves, and project director, Godofredo Magpoc, Jr.

“Since this is a grid-tied, power will not pass through NGCP/Transmission line, this will somewhat help in lowering the rates. Power generated from this will not be recovered to the consumers since this is a grant, project,” Jane Custodio, Samelco 1 information officer, said.

The solar power plant will also somewhat enhance the capacity of Samelco 1’s power supply and ensure grid stability.

Samelco II general manager Joey Talon, for his part, expressed his heartfelt appreciation and gratitude to the Napocor and World Bank for choosing their cooperative as one of the recipients of the said grant.

“Th(is will) benefit the member-consumer-owners as this will somewhat reduce the power rate,” GM Talon said.

Lawyer acquitted on murder rap

TACLOBAN CITY– A lawyer who has been earlier tagged to have shot and killed an architect inside a school campus seven years ago was acquitted by a regional trial court here.

Lawyer Aquilino Mejica was acquitted of the murder charge by the court for lack of probable cause.

The court said that for Mejica to be convicted of the charge against him, not only due to circumstantial evidence but also on direct evidence.

“Be it noted that the accused was convicted not by direct evidence but by circumstantial evidence. Nobody saw the accused killed the victim,” Judge Evelyn Lesigues, the presiding judge of the Regional Trial Court-Branch 43, said on her decision.

Earlier, Mejica was convicted for killing Archimedes Moscare by Judge Alphinor Serrano of the RTC-Branch 6.

The accused, however, filed for inhibition against Serrano resulting in Judge Lesigues handling the murder case.

The murder case against Mejica happened on June 6, 2016 inside the engineering building of Leyte State University.

|”I want to thank God for my acquittal (and) I want to thank Judge Lesigues for being just. She applied the law, rules on evidence and applicable jurisprudence,” he said.

He also expressed his gratitude to his wife and family including their relatives and friends for their ‘unceasing love and support.’

Mejica was detained at the Leyte Regional Prison in Abuyog on April 11, 2019 and was released from prison on May 6,2022.

Drug den dismantled, 7 arrested in sting operation in Tacloban City

TACLOBAN CITY – The Police Regional Office 8 under the leadership of PB/Gen. Rommel Francisco Marbil, the police regional director, dismantled a drug den which resulted in the arrest of seven individuals during a buy-bust operation in Brgy. 59-A Sampaguita, this city, Monday (March 20).

Marbil said that the suspects were charged for violation of Sections 5, 6, 7, 11, 12, and 15 of Article II of Republic Act 9165 or The Comprehensive Dangerous Drugs Act of 2002.
Joint operatives from the Philippine Drug Enforcement Agency (PDEA) 8 together with Tacloban City Police Office Drug Enforcement Unit (TCPO-DEU) conducted a sting operation which led to the dismantling of a drug den and the arrest of the following suspects: alias “Encio”, 52, maintainer; alias “Eque”, 54, co-maintainer; alias “Ely”, 34, visitor; alias “Toper”, 37, visitor; alias “Enn-enn”, 36, visitor; alias “Elago”, 21, visitor; and alias “Obet”, 57, visitor.

Marbil added that the operation was carried out after several months of intensive surveillance and tight case build-up.

“We will be relentless in our efforts in stopping the spread of illegal drugs in the region. More importantly, is the dismantling of every single drug den in our AOR and the arrest of those people involved,” he said.

Based on the report, suspects yielded eight pieces of heat-sealed transparent plastic sachets containing a white crystalline substance suspected to be shabu weighing around 15 grams with an estimated market value of P102,000.

NSSDEO employees took computer proficiency examination

NSSDEO, Brgy. Burabud, Laoang, Northern Samar-The Northern Samar 2nd District Engineering Office (NSSDEO) technical and non-technical regular and job order employees took the Computer Proficiency Examination (CPE) last February 28, 2023 held at NSSDEO Multipurpose Hall in Brgy. Burabud, Laoang, Northern Samar.

This is to ensure that those hired Contract of Service (COS) and entry level positions during the suspension of the CPE possess the minimum proficiency to perform the computer-aided work/responsibilities as required by the position, passing the CPE within six (6) months in the position is required.

The district office has thirteen (13) examinees (11 clerical and 2 technical employees) divided into 3 batches. The said CPE is a standard test for new employees conducted by the central office to determine literacy and competence on office automation systems.

Rebel group in EV continues to disintegrate, NPA leaders along with 7 firearms surrendered to gov’t troops

CAMP VICENTE LUKBAN, Catbalogan City – Five communist terrorist group (CTG) members and two militiamen surrendered along with their firearms to 87th Infantry “Hinirang” Battalion, 8th Infantry “Stormtroopers” Division, Philippine Army at Barangay Poblacion 2, San Jose De Buan, Samar last March 22, 2023.

The surrenderee were members of Yakal Platoon, Sub-Regional Committee (SRC) Browser, Eastern Visayas Regional Party Committee (EVRPC).

Their surrender is the result of the continuous effort of the local peace engagement (LPE) cluster of the Municipal Task Force to End Local Communist and Armed Conflict of Paranas, San Jose de Buan, Motiong and San Jorge.

Fear, hunger, and dismay are the main reasons they return to the folds of the law. They handed over one 60mm mortar, three M14 rifles, one M16 rifle, one cal .45 pistol, a homemade shotgun, and assorted ammunition.

In his statement, Lieutenant Colonel Luzelito Q. Betinol, the commanding officer of 87IB, encourage the remaining members of the CTG to return to the folds of the law to enjoy and take advantage of the services of the government.

“The continuous disintegration and surrender of CTG members indicate the effective program of our government,” Lt.Col. Betinol added.

The 8th Infantry “Stormtroopers” Division Commander, Major General Camilo Z. Ligayo is grateful for the trust given by the seven surrenderees to the government.

“I hope that the seven surrenderees will serve as an example, to encourage the remaining CTG members to give up violence and embrace the path of peace and development. It’s never too late, our government will support your reintegration to the mainstream society,” said Maj. Gen. Ligayo. (PR)
