ORMOC CITY-Police arrested the No. 1 most wanted person in Eastern Visayas during an intelligence-driven manhunt operation in Calbayog City on Saturday night, July 25, 2026.
Arrested at about 10:45 p.m. in Barangay Hamorawon was Gilbert Arcallana, 46, a motorcab driver and resident of Calbayog City.

The operation was conducted by the Regional Police Intelligence Unit (PIU) of the Samar Police Provincial Office in coordination with the Calbayog City Police Station, Naval Municipal Police Station and the PIU of the Biliran Police Provincial Office.

Arcallana was arrested by virtue of a warrant issued for five counts of lascivious conduct under Section 5(b), Article III of Republic Act No. 7610, or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.

The warrant was issued by the executive judge of the Regional Trial Court, Eighth Judicial Region, Branch 16 in Naval, Biliran, on Feb. 29, 2024. The court set bail at P1 million.
Police said the arrest was the result of a coordinated intelligence-gathering and manhunt operation targeting the region’s most wanted persons.

After his arrest, Arcallana was brought to the Calbayog City Police Station for documentation and proper disposition before being turned over to the court of origin.
