TACLOBAN CITY-Pres. Bongbong Marcos Jr. has appointed former labor undersecretary Victor Del Rosario as the new executive director of the National Maritime Polytechnic (NMP), an attached agency of the Department of Migrant Workers (DMW).

Del Rosario, a native of Naval, Biliran, took his oath before Hans Cacdac, the officer-in-charge of the DMW, on Thursday (Sept.14).

The former officer-in-charge of the NMP, Joel Maglunsod, returned to his old post as assistant executive director.

Prior to his new appointment, Del Rosario served as the Undersecretary of the Department of Labor and Employment on December 16, 2021 and was later named as the concurrent labor regional director of Region VI from March 7,2022 until June 30, 2022.

Del Rosario said that he was grateful to Pres. Marcos for his appointment as he vowed to modernize the NMP to answer the call of the President.

“We will endeavor to modernize NMP to respond to President Marcos’ order to improve maritime training to be more responsive to the needs of the industry and the nation,” he said in a message to the Inquirer on Friday (Sept.15).

Del Rosario also held several government posts during the administration of former President Rodrigo Duterte.

He served as the executive officer of the Philippine Sugar Corp. in 2017 before he was named as a commissioner of the National Youth Commission in 2018 and as a member of the Movie and Television Review and Classification Board of Appeals Committee.
Del Rosario also served as a councilor of Naval, Biliran.

PDEA dismantled another drug den in Leyte; alleged shabu valued at P81,600 recovered by operatives

ORMOC CITY-The Philippine Drug Enforcement Agency (PDEA) has successfully dismantled another drug den which resulted in the arrest of three suspects in Mayorga, Leyte on Tuesday (Sept.12).

PDEA Regional Director Atty. Gil Pabilona identified the suspects as Victoriano Jr., Roquiño,32, the alleged maintainer of the drug den and his live in partner Lisa Montallana,42, and Leo De Paz, 21, single.

The three were arrested while inside the drug den located in Poblacion Zone 1 in the said town at about 12:05 am.

The operatives recovered from Roquiño four sachets containing suspected shabu with street value of P81,600.

Charges of violations of sections 5, 6, 7, 11, 12, and 15 of Article II of R.A 9165 the Comprehensive Law against Illegal Drugs of 2002 were filed by PDEA against the three suspects who are temporarily detained at the locked-up of Mayorga municipal police station.(ROBERT DEJON)

Shore protection project at Sagkahan district now at over 77% completed

TACLOBAN CITY– The construction of the shore protection project along the Old Road, Sagkahan District, this city, is now near completion.

This was announced by Engr. Johnny Acosta, head of the Tacloban City District Engineering Office.

The P474.35 million worth project aims to protect the villages located along the shore protection project of possible storm surges, and coastal erosion, among others.
The Sagkahan district was one of the areas in the city that was hard hit when Super Typhoon ‘Yolanda’ hit the city a decade ago.

The shore protection project spans 446.80 linear meters and is now at 74.99% completion, the office said on its report.

This accomplishment is within the 269 calendar days of its supposed completion.

“The construction of the shore protection project is a testament to our commitment to building a resilient city. We are working diligently to complete this project, which will not only protect our coastline but also contribute to the overall development and safety of Tacloban City,” Acosta said.

Eastern Visayas bays retain red tide-free status

TACLOBAN CITY – Eastern Visayas has retained its red tide-free status in the past four weeks based on the latest bulletin issued by the Bureau of Fisheries and Aquatic Resources (BFAR).

Laboratory testing shows that the region’s 16 bays and coastal waters with a history of red tide infestation are cleared from toxic organisms as per Shellfish Bulletin No. 21 series of 2023 relayed by BFAR Eastern Visayas on Tuesday.

The BFAR said the sampling conducted in four consecutive weeks yielded negative results for paralytic shellfish poisoning.

The last area with red tide occurrence was in Matarinao Bay in Eastern Samar, recorded from the last week of May to mid-August this year.

“Our fishermen can now resume the gathering and trading of shellfish in this area since these products are now safe for human consumption based on the latest results of our laboratory analysis,” the BFAR regional office said in a statement.

Although the shellfish ban has been lifted in all areas in the region, the monitoring will continue to check the possible recurrence.

The regular water sample checks cover the coastal waters of Daram, and Zumarraga, Cambatutay, Irong-irong, Maqueda, and Villareal Bays in Samar; coastal waters of Guiuan; San Pedro Bay in Samar; coastal waters of Leyte, Calubian, Ormoc, Sogod, Carigara Bay, and Cancabato Bay, Tacloban City in Leyte; and coastal waters of Biliran Island.

These areas had a history of red tide recurrence in the past years.

BFAR regularly analyzes water samples through its regional laboratory to ensure that shellfish gathered from these areas are safe for human consumption.

If seawater turns positive for red tide, they gather and send meat to their national laboratory for thorough analysis.

Red tide is a term used to describe a phenomenon where the water gets discolored by high algal biomass or the concentration of algae. (PNA)

CARIGARA, Leyte – The Leyte Second District Engineering Office (L2DEO) of the Department of Public Works and Highways (DPWH) conducted a distribution of backpacks and school supplies to different elementary schools within the second district.

About 350 pupils from different public elementary schools in Leyte’s second district received school supplies and backpacks from the Leyte Second Engineering District as part of its “Gamit Pang-Eskwela Handog ay Saya’ program.

The distribution of school supplies and backpacks was part of the outreach program of the District Engineers League of the Philippines (DELP).

District Engineer Leo Edward Oppura and Assistant District Engineer Francisco Robin, Jr., spearheaded the activities dubbed “Gamit Pang-Eskwela Handog ay Saya” on their 6th year nationwide project of DELP.

A total of 350 pupils from Kindergarten to Grade 3 from Cogon and Canfabi Elementary School (ES), Carigara; Tolibao and Talisay ES, Capoocan; Balire ES, Tunga; and St. Peter ES, Barugo, all in Leyte, were among the recipients of the school materials.

According to Oppura, this DELP project aims to help the school needs of incoming elementary pupils especially in the rural areas.

“The joy and smile of the pupils while receiving the bag is countless, and we look forward to expanding this program to help ease the parents’ burden in providing their children’s school needs,” he said.

Oppura said that other public schools in the second district will also be visited by them to conduct the same outreach program.

Key police official urged voters to elect, ‘right and best’ leaders

TACLOBAN CITY – A top official of the Philippine National Police (PNP) has issued an appeal to voters of the upcoming barangay and Sangguniang Kabataan(SK) elections to vote for the ‘right and best’ leaders in order to help solve some ills of the country.

Lt. Gen. Rhodel Sermonia, the police deputy chief for administration, also called on the villagers to ensure that the October 30 barangay and SK balloting will be peaceful, credible, and orderly.

“We need the help of the whole government spectrum for us to be able to have an honest, credible, and safe elections,” he said on Tuesday (Sept. 12).

“This is the best time for all of us, the problem with illegal drugs, the problem with insurgency, bakit po nandyan ang mga problema natin, hindi pa rin nawawala, nagsisimula po iyan lahat sa baba, barangay level. Karamihan po diyan nagsisimula sa barangay level,” he added.

Sermonia, who visited the regional PNP headquarters at Camp Ruperto Kangleon, Palo, Leyte as he served as the guest speaker during the 122nd service anniversary of the PNP-8, assured the villagers that the police force is always ready to assist them in addressing crime incidents particularly involving illegal drugs problem, even the insurgency.

Based on the record of the regional office of the Commission on Elections, about 8, 915 individuals filed their certificates of candidacy for barangay chairman and 24, 422 for barangay council while 8, 456 filed CoC for SK chairman and 46, 364 for SK Council.

Meantime, Brig. Gen. Vincent Calanoga, police regional director, assured continuing police presence and strict enforcement of the election gun ban until November 29.

Calanoga made this assertion in the wake of shooting incidents in Leyte, Leyte and Calbayog City involving barangay officials.

The police official said that they will strictly monitor these two areas due to intense political rivalry.

Calanoga said that additional police forces were deployed in those areas to avoid similar incidents and also created a task group to solve the cases of shooting incidents and identify the perpetrators.
