Third phase of Capoocan-Dagum road completed

CALBAYOG CITY – Third phase in the construction of Capoocan-Dagum by-pass and diversion road is now completed with a contract amount of P48.56 million funded under the General Appropriations Act (GAA) for FY 2022.

An additional construction of 2.46 lane kilometers of concrete road (4 lanes) with a total width of 13.4 meters is its scope of work. An off-carriageway improvement is also part of the project that spans 133 meters for each side with a total width of 10 meters for both sides (six meters for motorcycle lanes, four meters for bicycle lanes). Apart from it, a drainage structure is also incorporated that spans 1,025.64 meters to manage water runoff.

The 20-year projection of the city that Calbayog Airport will eventually become an international airport is the result for the construction of this diversion road that will start alongside Matobato Elementary School in Barangay Capoocan going through an intersection in Caramel Subdivision and Pagbalican Road until its endpoint in Calbayog Diversion at Barangay Dagum. This will serve as an alternate route due to the large volume of traffic along Daang Maharlika during peak hours that usually starts in Barangay Matobato.
The entire project is targeted to be finished by 2025.

TACLOBAN CITY– The Department of Public Works and Highways (DPWH), Leyte 2nd District Engineering Office (L2DEO), has completed a one-story school building with two classrooms, now utilized by kindergarten, grade 5, and grade 6 pupils and teachers in San Pedro Elementary School (SPES) MacArthur, Leyte, providing a conducive learning environment for both students and teachers.

The recently completed school building project entails a one-story school building with two classrooms measuring 7 meters by 9 meters for each classroom.

It also includes a wash hand area, comfort rooms, new blackboards, electric fans, lighting fixtures, and a ramp for people with disabilities.

According to District Engineer Leo Edward Oppura, providing this conducive facility in SPES will help the pupils to boost their interest in learning. Likewise, experience a better ambiance, a more comfortable environment to learn, and adequate and spacious classrooms set up.

Ruthchille Pesidas, SPES school head, expressed her gratitude to the L2DEO for constructing an additional school building.

“Before the school building was erected, we only had two concrete school buildings that were suitable for the pupils. We utilized makeshift classrooms, which are not conducive to learning. Now that DPWH has granted us a new school building, we are grateful that our pupils are comfortable, and we can easily teach them because of the better learning environment,” she said.

The P5.5-million school building project is funded under the Basic Educational Financial Fund of 2023 in partnership with the Department of Education to enhance the School Building Program (SBP).

The goal of this is to address the countrywide classroom gaps, which continue to be a significant issue for the basic education sector.

NSSDEO constructs drainage, installs Solar LED lights in Lapinig

NSSDEO, Brgy. Burabud, Laoang, N. Samar – Better roads are underway in the 2nd District of Northern Samar with the anticipated completion of various improvement of road by constructing new drainage canal implemented by the Department of Public Works and Highways (DPWH) – Northern Samar Second District Engineering Office spearheaded by District Engineer Charlito S. Carlobos and Assistant District Engineer Atty. Arthur Eric L. Sabong.

This on-going construction of road shoulder and drainage canal of secondary roads along San Policarpo-Arteche-Lapinig Road, located in Lapinig, Northern Samar, is diligently supervised by Project Engineer Bryan M. Fortes. The DPWH allocated P12.5M from General Appropriations Act (GAA) of 2024 for the project covering the following: (1) Construction of 480.00 meters drainage canal, (2) Concreting of 480.00 meters road shoulder, and (3) Installation of 42 pieces Solar LED Street Light.

Drainage canal projects will prevent probable floods in the road. Thus, road users will experience convenient and safe pavement far from the difficulty of slippery road.
On the other hand, solar LED street lights will provide adequate lighting and reduce the occurrence of accidents in the area.

The completion of this project will provide faster and more convenient transportation, traffic safety and capacity and reduced accidents. It also convenient to local populace especially small-scale traders transporting agricultural products to bigger markets.

TACLOBAN CITY-Rep. Marcelino ‘Nonoy’ Libanan of the 4Ps party-list group is mulling the idea of running for the lone congressional district of Eastern Samar in next year’s midterm elections.

Libanan, who served as congressman of Eastern Samar for nine years ending in 2007, said that he has learned that mayors, vice mayors, and councilors across the province are egging him to run for the said post, currently occupied by Rep.Maria Fe Abunda who is now in her second term in office.

Reports have said that Abunda is also planning to seek for possible third and last term as a congresswoman.

“Whatever the people say, I will abide and I heard that at least 20 mayors and some vice mayors and councilors conducted a signature campaign calling me to run for congressman,” the party-list solon said.

Libanan, who is also the minority floor leader of the House of Representatives, disclosed that he has changed his voter registration from Quezon City to Taft, his hometown.
The party-list solon’s change of registration could be an indication of his possible run for congressman representing Eastern Samar’s lone district.

During the 2022 elections, Libanan ran and won as the first nominee of the 4Ps party-list group.

Libanan said that he has no other dream for Eastern Samar but to make it one of the most developed and accessible provinces in the country.

Eastern Samar is among the poorest provinces of the country with a poverty incidence at more than 35 percent based on the record of the Philippine Statistics Authority (PSA).
Rep. Libanan is also giving priority in opening new roads in remote barangays as a way to help these areas become accessible for easy transport of people and services.

On March 16, Libanan led in the groundbreaking of a 21 kms of road connecting the villages of Bitaugan, Casuguran, and Habag, all on Homonhon Island, off Guiuan town.
The cost of the project is P100 million which is expected to be completed before the year is over.

The construction of the said road is part of the plan of Libanan for a circumferential road, connecting all the eight barangays of the historic town of more than 14,000 people.

TACLOBAN CITY – The chairman of the Commission on Human Rights, Richard Palpal-latoc, is currently in Leyte to oversee the two-day Lakbay Karapatan Tungo sa Kamalayan (LaKaRan) caravan held at the Oriental Hotel Leyte from March 20 to 21.

LaKaRan, a CHR initiative, aims to bolster the agency’s educational and promotional efforts and extend its reach to more communities, particularly those belonging to disadvantaged, marginalized, and vulnerable sectors of society.

As part of the caravan, a summit involving barangay human rights action officers (BHRAO) was held with village officials from Tanauan, Leyte in attendance.

They were instructed on the basic concepts and principles of human rights, as well as their role in enhancing human rights at the local level.

The municipal government of Tanauan recently passed an ordinance for the formal creation of human rights action office.

“The idea is to empower them to receive complaints and, eventually, refer them to us at the CHR or to the Philippine National Police for appropriate action,” Palpal-latoc said during a media interview on Wednesday (March 20).

Palpal-latoc emphasized the CHR’s advocacy for all local government units across the country to establish their own BHRAO, including at the municipal and city levels.
During his visit, the human rights advocate engaged in an intimate discussion with members of the local media.

He introduced the Alisto! Alert Mechanism, designed to provide a platform for journalists facing attacks or threats while performing their duties.

“This platform enables media personnel to report violations against human rights,” Palpal-latoc said.

The mechanism serves as a safe space for journalists to submit reports, with subsequent investigations conducted upon posting of the report.

The CHR launched this platform in February of this year.

New road project in Homonhon Island launched on its 503rd anniversary

Guiuan, Eastern Samar – Department of Public Works and Highways (DPWH) and Congressman Marcelino “Nonoy” Libanan launched a road project, Brgy. Casuguran-Bitaugan-Habag Road, in Homonhon Island, Guiuan on March 16, 2024, as part of the celebration of the 503rd Anniversary of Magellan’s Landing and Spanish Philippine Contact.
According to Engineer Jayson Espeso, a representative from DPWH, said that the road project is under the Sustainable Infrastructure Projects Alleviating Gaps (SIPAG) program of the DPWH which is funded under the General Appropriation Act 2024 amounting to Php 100 million.

Espeso mentioned that the purpose of the launching is to give awareness to the people that a road project will be constructed this year and to give them hope that the government is working towards improving the lives of the locals.

Espeso also mentioned that the Brgy. Casuguran-Bitaugan-Habag Road is a part of the proposed 61.3 Km Homonhon Island Circumferential Road that once realized will link all eight barangays, providing motorists with faster, safer, and more convenient transport of products and services.

“The completion of the project will also shorten travel times, reduce travel fees, and promote historical tourism making it easier to access the Magellan Landing Site and the road will be beneficial in providing easy access to basic services from the government down to the local residents,” said Espeso.

The DPWH Engineer also mentioned that the recently launched Brgy. Casuguran-Bitaugan-Habag Road will be implemented by the DPWH Regional Office VIII and is fast-tracking the preparation of plans and program of works for the immediate start of the project construction within this year.

Meanwhile, Roderick Santos, Barangay Captain of Bitaugan, expressed his gratitude to Congressman Marcelino Libanan, who helped them for the realization to have a better access road in their barangays.

According to the Barangay Captain, the road project will be highly advantageous for the locals of Homonohon. The road would offer a safe access route for students commuting to schools and also provide easy transportation for fisherfolks who lack motorboats and need to travel to neighboring barangays for fishing. Additionally, it would also benefit farmers by facilitating the transportation of their agricultural products.

“Ha oras nga mayda emergency, mas madagmit an pagdara ha ospital lalo na an mga kabugtuan naton nga tikang ha Habag, urog na ngin aada ha mga maraot na panahon [In times of emergency, traveling to hospital will be more convenient for our friends from Habag, especially during bad weather],” added Santos.

Congressman Marcelino Libanan expressed his joy in visiting Homonhon Island after 8 years and bringing good news to the locals. He is the proponent of the new project, the Brgy. Casuguran-Bitaugan-Habag Road, and reminisced that he had also initiated a road concreting project from Habag to Bitaugan in the past.

“Nalilipay ako nga tinagan ako han makagarahom hin pag tangpos han akon gin titinalinguha nga circumferential road naton. Kun iyo kikitaon ha Brgy. Habag, ginkalsadahan ko na iton tipakanhi ha Bitaugan, pero waray katangpos kay naabutan ako han akon torno [I am filled with joy that God has given me the opportunity to be an instrument in completing our dream of a Circumferential road. If you take notice, I had a road project in Barangay Habag leading to Bitaugan. However, it was not completed as my term ended], “said Libanan.

Cong. Libanan also takes pride in the design of the new road projects which will provide a reliable road network in Homonhon Island following the DPWH standards and specifications of a national highway.

Captains para mapreparar niyo iton iyo mga kalsada [In my opinion, I don’t believe the current DPWH program is intended for concreting of barangay roads. Instead, it seems to be designed for wider two-lane roads with the standard thickness of national road. I am sharing this information so that Barangay Captains can prepare for this type of improvement by ensuring the availability of road right-of-way],” said Libanan.

During the launching of the project, Cong. Libanan also shared his plans to provide an access road to Brgy. Inapulangan, the only isolated barangay in Homonhon.

“Mayda na ngani naton pondo titikangan na dinhe ha bitaogan ngadto ha may Inapolangan nga kalsada para ngatanan iton walo nga brgy hiton Homonhon konektado hin maupay nga kalsada [If there are available funds, we will start the construction of a road from Bitaugan to Inapulangan to ensure reliable connectivity for all eight barangays in Homonhon],” added Cong. Nonoy.

Various officials and government employees attended the launching activity, including Cong. Marcelino Libanan of 4 Ps party-list and Minority Leader of the 19th Congress, Engineer Jayson Espeso of DPWH Eastern Samar, Mayor Analiza Kwan and Sangguniang Bayan members of Guiuan, Board Member Ralph Vincent Evardone as representative of the provincial government, other board members, barangay officials of the eight barangays of Homonhon Islands, and local residents.(PR)
