Gov’t gears up plans to soften El Niño effects in Biliran

NAVAL, Biliran– An agriculturist in a town in Biliran has suggested that farmers in the province should plant crops that do not require a considerable amount of water, such as corn and root crops, and use improvised water impounding systems as a countermeasure to the expected dry spell caused by the El Niño weather phenomenon.

Brian Sinangote, the municipal agriculturist of Almeria town, suggested during a recent joint meeting of the Provincial Development Council, the Provincial Disaster Risk Reduction and Management Council, and the Committee on Solid Waste Management, which was convened to discuss measures that the province will adopt to mitigate the effects of El Niño.

Sofronio B. Dacillo, the Provincial Disaster Risk Reduction and Management Officer (PDRRMO) of Biliran, reported that according to the Climate Outlook report, several provinces in Luzon have already experienced drought, while most provinces, including Biliran, are currently facing dry conditions.

In said report, a place under dry conditions is experiencing below-normal rainfall conditions for two consecutive months; dry spell-below normal rainfall conditions for three consecutive months or way below normal rainfall conditions for two consecutive months; and drought-below normal rainfall conditions for five consecutive months or way below rainfall conditions for three consecutive months.

Julia Sandiford, the provincial agriculturist of Biliran, urged community leaders to assist the Office of the Provincial Agricultural Services in promoting measures to mitigate the impact of the dry conditions that Biliran is currently experiencing.

The general manager of the Naval Water District (NWD), Eulalio G. Maderazo, clarified that water scarcity is a problem in Naval town and other parts of the country. He has appealed for understanding from the water concessionaires in Naval, as there has been a 50 percent drop in the water supply in the town.

He appealed to Gov. Gerard Roger M. Espina to provide financial support to NWD. The water district cannot implement its proposed projects worth P16 million to improve the water supply. This is due to the P35 million loan that the water district took, and he has been paying amortization and penalties since he assumed the top post of the NWD.

During the meeting, the provincial government allocated a budget of P5.3 million for installing waterworks pipes under the Investment Plan for DRRM Trust Fund 2024 to improve the potable water supply.

Naval Mayor Gretchen Stephanie M. Espina reported that the LGU of Naval has allocated an additional P1.5 million to enhance the water supply in the Naval town.

Dr. Joyce Pla-Caneja, the chief of Biliran Provincial Hospital (BPH), reported that the BPH is now taking steps to address the critical water supply situation of NWD, which significantly affects the hospital’s operation.

One of the short-term steps of the BPH is to set up temporary tanks in identified areas in Naval, Almeria, or Kawayan that have sources of fresh water and provide water bladders.

As for the long-term steps, the BPH plans to purchase five additional reserve tanks with a capacity of 3,500 liters and five sets of 200-liter PVC drums and rehabilitate the existing deep well line. (AAC/RSV/PIA Biliran)

Leyte 4th DEO constructs Jaro-Rubas-Ormoc road (Ormoc City side)

ORMOC CITY – The Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) is making substantial progress in the ongoing Construction of Missing Links/New Roads – Jaro – Rubas – Ormoc Road (Ormoc City Side).

This high impact project with a contract cost of Php 144,598,788.92 funded under the General Appropriations Act (GAA) 2023 will serve as a pivotal stepping stone for improved connectivity of Ormoc City and its surrounding areas.

It involves the development of a 1.826 ln. km. road with a width of 2.10 meters and an additional 0.880 ln. km. road with a width of 3.05 meters for a combined project length of 2.706 ln. km. One of the key features of this undertaking is the incorporation of slope protection covering an area of 9,143.44 sq. m. designed to fortify the road against natural elements, ensuring longevity and resilience of the infrastructure.

“Once completed and opened, this project opens the door to accessibility thereby stimulating economic activities while residents will enjoy reduced travel times and increased convenience,” said OIC-District Engineer Rosita A. Tinawin. “It will not only upgrade our infrastructure but will also positively influence the overall quality of life in the community.”

As of this writing, the project has an accomplishment rate of 93.89%. (PR)

TACLOBAN CITY – The Department of Tourism (DOT) welcomed the reported additional flights of commercial airlines to the different airports in the region, notably at the Borongan Airport.

Karina Rosa Tiopes, DOT regional director, said that more flights in the region would mean tourists could now have easy and fast access to visit tourist destinations in Eastern Visayas.
Earlier, City Mayor Jose Ivan Dayan Agda announced that the Philippine Airlines (PAL) would be adding an additional flight from the current twice-a-week Manila-Cebu-Borongan flight.

Agda said that the additional flight would start in July of this year.

“I am happy that there will be an increase of flight in Borongan but there are still other places in the region that need that,” Tiopes said.

To have more flights, there must be a demand for it and ready facilities that will cater to their guests, the tourism official added.

Also last week, Northern Samar Governor Edwin Ongchuan requested for PAL to make additional flights of its Manila-Catarman flight, boosting of the increase in economic activities in the province.

Currently, PAL is offering five times a week flight from Catarman to Manila from Tuesday to Friday and Sunday.

Ongchuan requested PAL officials to also offer Monday and Saturday flights for the convenience of travelers and also help boost the local economy which is good for encouraging more investments that will generate more jobs and livelihood.

TACLOBAN CITY– The Archdiocesan Shrine of Sto. Niño (ASSN) celebrated the Feast in Honor of the Holy Name of Jesus.

On Sunday (Jan.21), the Archdiocesan Shrine of Sto. Niño celebrated the feast of the Most Holy Name of Jesus.

ASSN has set various activities in celebration of its original parish fiesta. Novena masses were offered from January 11 to January 19, 2024.

All parishioners, devotees, and pilgrims joined the celebration by offering novena prayers, visiting the pilgrim Church, and attending the celebrations of the Holy Eucharist.

The feast of Sr. Sto. Niño de Tacloban is celebrated every month of June to commemorate the miraculous return of the venerated image of Sr. Sto. Niño to Tacloban which also brought healing of Taclobanons affected by the cholera epidemic.

But prior to the June fiesta, the people of Tacloban used to celebrate their parish fiesta every January, the same date as the Sinulog Festival in Cebu.

In 2021, the Archdiocesan Shrine of Sto. Niño revived the January parish feast day.
This year’s Fiesta theme is: “Ginoo, tutdoi daw kami hin Pag-ampo.”. Lk 11:1 “Lord, teach us to Pray.”

Earlier on that day, the images of the Señor Santo Niño de Limasawa and the Santo Niño de Tacloban made their Encuentro or Pagsugat at the Archdiocesan Shrine of Sto. Niño in Tacloban City.

Upon the arrival rites, Bishop Precioso Cantillas of Maasin Diocese led the enthronement of the two images before the Shrine sanctuary.

Fire incident reported in Biliran town

ORMOC CITY– A fire whose origin is still being investigated turned to ashes in a fire incident in sitio Capayas, Barangay Bunga in Cabucgayan, Biliran on Jan.17 at about 8 pm.

Police identified the house owner as Dong Goles, 37, who was not around their house mostly made of light materials was gutted down by the fire.

No one was injured in the said fire incident with estimated damage pegged at P80,000.

Fire authorities in Cabucgayan are still conducting a thorough investigation to determine the cause of the fire. (ROBERT DEJON)

Man killed in a buy-bust operation in Samar town

ORMOC CITY– A government worker was killed in a buy-bust operation in Calbiga, Samar.
Killed was Jovito Hernandez, a job order worker at the municipal government, during the sting operation on January 15 in Barangay 3, Poblacion at about 10:30 pm, the local police said.

Recovered from the possession of the suspect was one sachet containing a white crystalline substance suspected to be shabu procured by an operative in the amount of P3,000.

But after the suspect received the marked money, and the poseur buyer signaled the completion of the transaction, the suspect sensed that he was transacting with a police officer, drew his firearm, and shot the operatives.

Fortunately, other lawmen who acted as security during the operation returned fire and hit the suspect in his body resulting in his death.

After the gunfight, operatives recovered one large pack containing a white crystalline substance wrapped in transparent plastic suspected to be shabu and one transparent container containing the five sachets of suspected shabu.

Also recovered were one caliber .45 pistol and one magazine containing seven live ammunition. (ROBERT DEJON)
