Leyte 4th DEO kicks off women’s month celebration

ORMOC CITY –The Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) commenced the Women’s Month celebration with the theme: “Lipunang Patas sa Bagong Pilipinas; Kakayahan ng Kababaihan, Patutunayan!” on Monday, March 04, 2024.

The kick-off celebration unfolded during the flag ceremony, where the women of the office were presented with roses and treats as tokens of appreciation. During her speech, OIC-District Engineer Rosita A. Tinawin acknowledged the efforts of the women not only in their professional roles but also in fulfilling responsibilities at home, nurturing and supporting their families beyond work hours.

An hour-long Zumba session was also organized in the afternoon, promoting health and physical activity. Furthermore, a variety of wellness activities specially curated for the women in the office including haircuts, manicures, and pedicures, will be occurring every Friday throughout the month.

Rep. Daza open to media foreign control

TACLOBAN CITY– If he has his way, Rep. Paul Daza of Northern Samar wants to see the abolition of a congressional franchise for media and telecommunications.

Daza (1st district) also said that the media and the telecommunication sectors should be open to all, including foreign investors.

“The Philippines is one of the few countries, if not the only country in the world, that requires congressional franchise on media and telecommunication. That is the ultimate red tape as it is prone to corruption and politicization,” he said in an interview.

The Northern Samar solon, who belongs to the minority group in the House of Representatives, is among the congressmen who favor amending the country’s 1987 Constitution, particularly its economic provisions.

One of the sectors that could be affected by this move is the media sector.

At present, radio and television operations in the country require approval from Congress through franchise.

Daza said that instead of seeking franchises, media outlets need only to apply for operation permits from the Executive Office, particularly at the National Telecommunications Commission.

“This constitutional provision has been overtaken by technology. So-called bloggers and other social media users are not required to apply for a franchise,” he said.

“Let’s open it up to whoever is interested, be it local or foreign. Let’s open our economy,” Daza said.

Meantime, Daza insisted that the proponents of the Charter Change move will stick to its agenda, which is to amend the economic provisions of the Constitution.

While incumbent congressmen could benefit to any political amendments like term extension, Daza insisted that no political-related issue has been included in the agenda.

According to him, those who will propose for any amendments regarding term extension, for example, would be declared as ‘out of order’ considering that it is not within the agenda being tackled by the committee hearing and discussing the matter.

“So it is impossible to have deliberations on political amendments,” he said.

TACLOBAN CITY – The city government of Borongan launched an application that will be used in the implementation of its ‘Libreng Sakay’ program.

Using the application, recipients of the free transport service are given easy access to the transport system with its QR-generated IDs, bus tracking features, and estimated time of arrival, among others.

The launching of the application, held last month, was led by City Mayor Jose Ivan Dayan Agda and Department of Science of Technology (DOST) Undersecretary Sancho Mabborang.
The application was developed by computer engineering students of the Eastern Samar State University (ESSU) in collaboration with the DOST and the city government of Borongan.

Students, senior citizens, persons with disabilities, and medical workers are to benefit from this Libreng Sakay program using five 50-seater bus that were procured by the city government in 2022.

“Ang pagtutulungan at collaboration with our national agency and the academe talagang nagbubunga po ng maganda—and alam ko po that the think-tank of our city will be the State University,” Agda stated during the launching.

Meantime, the city council members of Borongan had finalized the creation of the proposed ordinance “Establishing Free Transportation (Libre Sakay) for Students, PWDs, Senior Citizens, and Health Workers in Borongan City”.

Moreover, as part of Borongan’s gearing toward digitalization through the Smart City program of the DOST, the city government inaugurated the Smart Technologies Innovation Center inside the ESSU main campus.

“This establishment will serve as a hub for groundbreaking research collaboration and the nurturing of future pioneers, equipped with advanced resources. I hope that the center will be able to empower researchers to conduct cutting-edge research addressing real world challenges,” Usec. Mabborang said.

The DOST turned over P1 million to the ESSU administration as allocation for the purchase of necessary equipment needed to be used in the design and implementation of the Smart City Program.

Students of the university’s Computer Engineering and Information Technology program will comprise the team charged with the research and conceptualization of the projects, with direct supervision from competent professors in the academic institution.

Senate Committee approves franchise applications of ROMELCO and LEYECO II

The Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) expressed its full support for the application of the franchises of Romblon Electric Cooperative, Inc. (ROMELCO) and Leyte II Electric Cooperative, Inc. (LEYECO II).

On Tuesday (March 5), the Senate Committee on Public Services headed by Senator Grace Poe gave its approval to House Bill No. 9154 and House Bill No. 6295.

House Bill No. 9154 seeks to grant a franchise to ROMELCO to construct, install, establish, operate, manage and maintain a distribution system in the Municipalities of Banton, Corcuera, and Concepcion in Romblon.

House Bill No. 6295, on the other hand, seeks to grant a franchise to LEYECO II to construct, install, establish, operate, manage and maintain a distribution system in the City of Tacloban and Municipalities of Babatngon and Palo in Leyte.

The two electric cooperatives are both rated Triple A by the National Electrification Administration (NEA).

The franchise applications of ROMELCO and LEYECO II were scrutinized during the Senate Committee on Public Services hearing.

Power Bloc Representatives Presley De Jesus (PhilRECA Party-list) and Sergio Dagooc (APEC Party-list) are among the principal authors of the two separate bills granting franchises to ROMELCO and LEYECO II.

Residents living along creeks in Catarman expressed willingness to be relocated to a safer place

TACLOBAN CITY – The 182 residents of two villages in Catarman, Northern Samar identified as among the town’s “no build zone” areas do not oppose the construction of a flood control.

This was disclosed by the municipal information office of the Catarman municipal government after a hearing on this purpose was conducted.

The affected villages are Narra and Ipil-Ipil, situated along the Maroyondoyon and Kaglangkoy creeks, respectively.

Of the 182 families to be affected by the construction of a flood control system, 161 of them were from Narra while the remaining 21 were from Ipil-Ipil, the information said.
The affected families voiced no opposition to the dredging and flood control project, acknowledging that the area where their houses stand does not belong to them, the information said.

Furthermore, the residents expressed their willingness to vacate the area promptly to facilitate the immediate commencement of the project, which promises town-wide benefits and potential lives saved.

To support the affected residents, Mayor Francisco Aurelio “Antet” Rosales III pledged to donate a property where the affected families can relocate their homes.

Maroyondoyon and Kaglangkoy Creeks traverse five villages – Casoy, Molave, Yakal, Narra, and Ipil-ipil – before draining their waters into the Catarman River.

It was also learned that the amphibious excavator of the Department of Public Work and Highways stands ready for the dredging activities.

However, the agency awaits the certificate of non-coverage (CNC) from the Department of Environment and Natural Resources before commencing operations.

Allocations of P100 million from the provincial government and P50 million from the office of the 1st District Representative Paul Daza have been earmarked for the construction of the flood control project, spanning a length of 1,835 meters, with construction scheduled to commence in October 2024.
