Road concreting inaugurated in San Roque, Northern Samar

NSSDEO, Brgy. Burabud, Laoang, N. Samar– A momentous event, the completed concreting of a road in Sitio Patong to Brgy. Lawaan to Brgy. Ginagdanan, San Roque, Northern Samar was officially inaugurated last March 15, 2024, aiming to give an accessible road leading to the tranquil Barangay in San Roque, Brgy. Ginagdanan.

The ceremonial inauguration was started with a ribbon-cutting led by Congressman of the 2nd District of Northern Samar, Harris Christopher Ongchuan, DPWH-NSSDEO Assistant District Engineer, Atty. Arthur Eric L. Sabong, alongside Provincial Board Member Don Abalon, Municipal Mayor of San Roque, Ma. Ana Abalon, Vice Mayor Ethel Ramirez, Brgy. Captain of Brgy. Lawaan, Rufino Tiberio, DPWH staff and employees, and other local officials.

The inaugurated project has a budget appropriation of P16 million from the General Appropriations Act (GAA) of 2023 for a construction of 960.00 meters roadway with 1.50 meters shoulder, both sides.

The inauguration of this road signifies that the national government has accomplished its goal of having a safe and smooth paved road to all barangays, especially to rural areas.
Local farmers can now use the paved road where it will not be difficult to transport their farm commodities to nearby barangays and even to market center of San Roque.

The Municipal Mayor Abalon commended the hardworking Congressman Ongchuan who supported the project, where she uttered that, “Salamat Congressman sa padayon ngan magpapadayon pa nga pagsuporta agud matuman an mga inop nga padayon an progreso ngan pagtubo san bungto sa San Roque, labi na gud ine dihan sine nga upat nga barangay nga medyo huruharayo an kanra transportasyon pakadto sa national highway.”

The concreting of road in Sitio Patong to Brgy. Lawaan to Brgy. Ginagdanan was started on April 19, 2023, and completed ahead of its schedule on August 14, 2023.

Newly-appointed DPWH Leyte 4th DEO employees take oath

ORMOC CITY– The Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) held an oath taking ceremony to formally induct twenty (20) employees into new positions within the office. The ceremony was administered by OIC-District Engineer Rosita A. Tinawin at her office on Wednesday, April 17, 2024.

Among the new appointees are Engr. Marche T. Chu, Engr. Joanna A. Concillado, Engr. Jayme Martine M. Garbo, Engr. Charlon D. Rosal, and Engr. Eleghen Ram C. Sacay, who previously served as contractual employees under the Build, Build, Build (BBB) program and are now appointed as Engineer II under the plantilla position. Engr. Adanilo L. Lavides, Engr. Christian S. Guevarra, Engr. Mary Apple R. Sambrano, Engr. Jerome S. Labrador, and Engr. George Vincent A. Gallo, previously Contract of Service (COS) workers, have also been appointed to Engineer II.

Engr. Roe Ann O. Salili and Engr. Arnold Matthew A. Sia, who are both from the Leyte 3rd DEO, are among those who were appointed as Engineer II, while Josefino C. Bebanco, Norberto A. Bermejo Jr., and Eric D. Villegas have been appointed as Construction and Maintenance Capataz after formerly working as COS workers.(PR)

Soldiers exhume remains of former rebels’ child almost a year after death in Eastern Samar

CAMP JORGE DOWNES, ORMOC CITY– The Army’s 78th Infantry Battalion (IB) had exhumed the remains of an infant believed to be the child of a former NPA couple in the locally known place “Makatingol” in the hinterlands of Barangay San Gabriel, Borongan City on Saturday, April 20, 2024.

In a statement, Genevive Bajado Duro and Bryan Encinas said that Genevive gave birth in a temporary encampment in a forested area of Borongan City with the help of their comrade alias Nadoy on March 23, 2023.

Genevive recalled that she was hard up during her pregnancy at that time due to the group’s continuous movement because of the pressures of government operations.
Encinas then asked permission from their NPA commander that the couple have to stay ‘lie-low’ until she gave birth but was outrightly rejected by the leadership and was even threatened if they insisted on their plans.

Confronted with the risk that could arise from a series of military operations at their current location, they decided to evacuate their temporary encampment 10 days after she gave birth and walked for two days and experienced relapse as she was in the middle of recovery from giving birth.

Nearly a month later, she noticed her child had heavy breathing. The baby died on June 21, 2023.

With heavy hearts, the couple had no choice but to bury their child in the forested area without giving proper identification and a blessing from a priest.

Upon learning the story of the sad plight of the former rebels, the 78IB under the operational control of the 802nd Infantry Brigade immediately coordinated with the Scene of the Crime Operatives (SOCO) of Eastern Samar and the Borongan City Police Office (BCPO) for the exhumation of the remains in order to give a proper and decent burial of the former rebels son.

For several days and with Encinas as the guide, the troops searched the general location of “Makatingol” and on Saturday, they were finally able to reach the place where the child was purportedly buried.

The remains of the FR’s child were unearthed and were given the name, Bryan Junior, by Encinas. It took another two days for the group to finally arrive back in Brgy Lalawigan, Borongan City where they were met by Genevive and Rev. Fr. Edgar Abucejo who officiated the ‘baptismal’ and blessings of the child’s remains.

The remains of the child were immediately turned over to SOCO for proper processing of his identity and verification.

The parents are very thankful for the assistance of the government forces in exhuming the remains of their child. They are very happy seeing their baby boy blessed by a priest and for the chance to give him a name, Bryan Junior.

“Magaan na sa pakiramdam sapagkat hindi ko na iisipin na may iniwan akong anak sa gubat, kasama na namin siya ngayon at hindi na siya nag-iisa doon sa kagubatan,” Duro was teary-eyed when she said this.

She once again thanked the troops of 78IB and 802nd Infantry Brigade.

“Hindi sila nagdalawang isip na puntahan ang naiwang labi ng aking anak sa gubat at kung hindi dahil sa kanila hindi madadala dito sa baba ang mga labi ng aking anak dahil hindi rin naman namin kayang puntahan doon ng kaming dalawa lang ng aking asawa kaya lubos ang aking pasasalamat sa mga sundalo,” Genevive, the mother of the child, said.

Meanwhile, Lieutenant Colonel Joseph Bugaoan, 78IB commander, is calling once again for the remaining active members of the NPA to return to the folds of the law and be reunited with their families.

“Choose to be with your family again, they are waiting for you to come home. Let us end this insurgency once and for all, let us not kill the hope of our nation, let the children grow and see the beauty of peace and prosperity,” he said.

Brigadier General Noel Vestuir, 802nd Infantry Brigade commander, commended the 78IB for their dedication to their duty and their selfless acts in enduring days of hardships just to give a proper closure to the sad plight experienced by the former NPA couple.

He expressed gratitude as well to the SOCO Eastern Samar and the Borongan City Police Office for expediting the process of proper identification so that the couple’s son shall already be given a decent burial.

“I am elated that Genevive and Bryan’s ‘child’ is once again reunited with them, and at the same time aghast at the heartless attitude of the NPA commanders. I encouraged the remaining NPAs to open their eyes to your good-for-nothing group. The hands of peace are ready to embrace you, live a peaceful life with your loved ones and family,” Vestuir said. Suspected shabu valued at P67,000 seized from a suspected drug peddler

ORMOC CITY-At least 19 sachets of suspected shabu with an estimated weight of 9.9 grams with a commercial value of P67,320 were recovered from a newly identified drug peddler during a buy-bust operation in Isabel, Leyte.

The suspect was identified as Reymen Ballera, 42, unemployed, and a resident of Brgy. Libertad where the sting operation took place at about 8:15 pm.

He was said to be a streel level individual in the drug watch list of the Isabel police station.
Recovered from the possession of the suspect was one sachet containing a white crystalline substance suspected to be shabu procured by an operative in the amount of P1,000.

However, during the conduct of a body search done in the presence of an elected barangay official and a representative from the local media, the searching cop recovered 18 more sachets containing the same white crystalline substance, wherein two of which are medium sizes still suspected to be shabu.

Charges of violation of sections 5 (selling illegal drugs) & 11 (possession of illegal drugs) of Article II of RA 9165, the Comprehensive Law against Illegal Drugs of 2002,were filed at the Provincial Prosecutor’s Office against the suspect who is temporarily detained at the locked-up cell of the of the Isabel municipal police station.

Solar pump irrigation now benefits farmers in Catarman

CATARMAN, Northern Samar– The Gebulwangan Solar Pump Project covering an area of 49.40 hectares has supplied farmers access to more efficient agricultural technology thereby assuring them sustainable livelihood and the public much affordable goods.
After the Northern Samar Irrigation Management Office (NSIMO) sustains and regulates the project turnover and acceptance ceremony held at Brgy. Gebulwangan, this town on April 17, 2024.

The ceremony was led by NSIMO division manager Engr. Georden Lemsic and his assistant, Engr. Cesar Echano.

Mayor Francisco Aurelio Rosales III of this town also attended the ceremony.

Officials of the Gebulwangan led by its chairman, Dominador Senining, as well as the members of the Gebulwangan Irrigators Association including the residents have witnessed the ceremonial activity.

The modernized irrigation system not only enhances agricultural productivity but also reduces the reliance on fuel, offering a sustainable solution for farmers. Encouraged by the success of this initiative, the IMO of Northern Samar pledges its continued support for similar projects in the future.

Solar-powered irrigation pumps emerge as a cost-effective and energy-efficient solution, particularly in Catarman’s current weather conditions.

The government aims to expand the installation of such projects to stimulate the production of diverse crops, under the visionary leadership of Engr. Georden A. Lemsic. (EUGENE ENANO)

Woman dies after being run over by a dump truck

TACLOBAN CITY-A woman back rider of a single motorcycle died on the spot after she was hit by a dump truck and then run over by a truck in a national highway of sitio Ansubas, Barangay Pinamopoan, Capoocan, Leyte.

The victim was identified only as a certain “Rose”, single, of legal age, and a resident of Culaba, Biliran.

The victim was back riding a single motorcycle, driven by a certain “Dino”, legal age, single, a village councilor of Barangay Poblacion, also in Culaba.

The other vehicles involved a dump truck driven by alias “Ralph” 55, a resident of Palompon, Leyte, and a drop side truck driven by alias “Roger” 48, a resident of Brgy. Barugohay of Capoocan, Leyte.

Based on the investigation conducted by responding police disclosed, the vehicles involved were traveling in the same direction, heading towards Tacloban City.

The dump truck driven by Ralph was ahead of the drop side truck driven by Roger which was followed by the single motorcycle driven by Dino.

Upon reaching the place of the incident at about 11:45 am, particularly at the sharp curve of the road, the motorcycle overtook the dump truck and then the dump truck who was also maneuvering back to his lane, the motorcycle was accidentally hit by the dump truck which caused the vehicle to tumble down to the concrete road.

The back rider of the motorcycle was thrown several meters away from the point of impact and was hit by the dump truck and then run over by the drop side truck causing her instantaneous death.

The driver of the motorcycle sustained injuries and was brought to Carigara District Hospital for medical treatment, while his back rider was brought to the Capoocan rural health unit and was declared dead on arrival by the duty medical officer.

Both drivers of the dump truck and the drop side truck and their respective vehicles were brought to Capoocan municipal police station for documentation and proper disposition.
