Politics had been too influential in our setup that career positions had been placed at its mercy. The condition is revolting if we look at the career service as a pool of competent men and women who are had been educated, trained to perform the required tasks in the bureaucracy. We know too well that that the bureaucracy is the biggest organization than runs the administrative function of government. People are only aware from academic discussions that government is comprised of three branches, namely: the executive, the legislative and the judiciary. Nothing is ever mentioned about the larger organization of government workers named “bureaucracy”. It seems important to underscore the great role that the bureaucracy plays in running government. With the best and select workers in its ranks, there is no doubt that the bureaucracy can deliver the best quality of public service to its clientele.

But “negative bureaucratic behavior”, also known as, “graft and corruption” had created an ugly image of the bureaucracy. Indeed, some shenanigans in government who have access to public funds would tinker with taxpayers’ money for their own personal aggrandizement. Many have accumulated riches from juicy deals and contracts that offer a lot of perks under the table. We hear many scandals and anomalies in government projects and the public seems to have gotten numbed about such irregularities for them to lodge complaints that often lead to nowhere.

But one bitter reality is that workers in the bureaucracy, especially the rank and file employees, are mostly underpaid for the tasks they perform vis-à-vis their expertise and competence, many workers in the bureaucracy try to delve into other gainful activities just in order to live decently and make both ends meet. The reality in government work is that even with husband and wife working as civil servants, the combined income from government employment is barely enough to support the cost of a decent living of the family. It may be the reason why many workers would go out of their way to earn a little more to augment the family income.

In this year’s celebration of the Philippine Civil Service, it is apt for all civil servants to give meaning to the theme, “Itaguyod ang Kasarinlan ng Career Service”. This year’s celebration aims to uplift the identity and stature of the career service as a distinct institution. We ought to uphold the integrity of the career service by shielding it from the bad influence and intervention of dirty politics.

We know how politicians had bastardized the career service by forcing into the career service incompetents whose only qualification is enjoying the grace and blessings of politicians. It is high time for those at the helm of the bureaucratic hierarchy in the various agencies to crumple into the garbage bin political endorsements that ruin the morale and deprive the qualified and competent who has the necessary merit and fitness for career positions from obtaining the right positions. Appointments made in accommodation of politicians’ intervention will always result to payback time once the appointee assumes the office by way of political eligibility.

DPWH-NSFDEO Completes P9.87-Million Multipurpose Building in Brgy. Geratag, San Jose, Northern Samar

Catarman N. Samar– The Department of Public Works and Highways Northern Samar First District Engineering Office has recently completed the construction of a multipurpose building (Covered court) at Brgy. Geratag in San Jose, Northern Samar.

The project, amounting to P9.87 million, involves the complete construction of multipurpose building with a total floor area of 324.33 sq.m. The scope of work includes embankment, individual removal of trees, removal of structure & obstruction, installation of storm drainage & downspout, laying of sewer line works, plumbing works and fixtures, basketball rings, railing, stainless water tank, construction of comfort room & pantry.

A local resident expressed gratitude for the new facility, noting its multiple benefits: “We are very thankful for this covered court. It greatly benefits our community as a venue for public gatherings and recreational activities. Additionally, it can be used as an evacuation center during typhoons and other calamities, which is a huge help for us. For various events, this facility is very convenient, and it’s a significant advantage for the youth as they no longer need to travel far for recreational activities.”, said Lina Roma.

Apiki na sa balay-balay. Dire na sira hanapon sakanra mga kag-anak kay apiki la ngadi.”

The project began on August 17, 2023, and was completed on March 8, 2024, under the FY 2023 Basic Infrastructure Program (BIP).

This new multipurpose building is expected to serve as a crucial infrastructure for the community, providing a safe and convenient space for various activities and events while enhancing the overall well-being and resilience of the residents of Barangay Geratag.

Man drowns after attending drinking spree

ORMOC CITY– A laborer who came from a drinking spree ended up dead after he was drowned at about 5:30 pm on Friday (May 24) in a river of Barangay Calirocan, Gandara in Samar province.

Police identify the victim as alias “Sam”, 38, and a resident of said barangay.

Initial investigation conducted by responding police disclosed that the victim and his friend were having a drinking session in the house of alias “Brando” and after their drinking session, the victim informed “Brando” that he was going to take a bath at the said river.

Thereafter, the victim was seen by a certain “Jas” in the said river, struggling and asking for help. The police added that Jas immediately asked for help from the residents to help the victim and called the Gandara Emergency Response Unit but the victim was already submerged in water and subsequently drowned.

The body of the victim was recovered at around 9:15 pm Friday, and was declared dead by the personnel of the response unit. (ROBERT DEJON)

UP Tacloban eyes moving to new campus in 3-5 years

TACLOBAN CITY – The University of the Philippines (UP) here eyes to transfer to a new location within a 114-hectare property some 17 kilometers from the current site in the next three to five years as part of its long-term expansion plan.

In a press briefing Thursday, UP Tacloban Dean Patricia Arinto said the development of the future campus in northern Sta. Elena village will start this year, with the allocation of PHP430 million for administration, innovation, and research building.

House Speaker Martin Romualdez and Tingog Partylist facilitated the release of funds this year to develop the property acquired by UP decades ago.

In the future, UP needs some PHP1.5 billion to construct three buildings for academics and student dormitories, according to Arinto.

The official said that although the new campus has the funds to start construction of some buildings, a dormitory with a capacity to house 500 students would have to be in place before they can move into the new site.

“The transfer will happen in three to five years. We should have at least three buildings there and decide for ourselves, and we’re thinking about smart development with major trails and spaces open to the public,” Arinto added.

UP President Angelo Jimenez said the infrastructure complements the expansion of its academic programs to better address the higher education needs and sustainable development of Eastern Visayas.

“We are here to underscore the national university’s commitment for further growth and development in UP Tacloban –in lockstep with the aspirations of Region 8 — and to serve Region 8,” Jimenez told reporters.

Established on May 23, 1973, UP Tacloban became an autonomous college of the UP system on April 27, 2023. Its existing campus, badly damaged by the 2013 Super Typhoon Yolanda, that is located along the city’s Magsaysay Boulevard will be retained for graduate programs and a techno park in the future.

Among the programs currently offered at UP-Tacloban are accounting, applied mathematics, biology, economics, computer science, literature, management, media arts, political science, psychology, and a master’s program in environmental science.

In the pipeline are diploma programs in geospatial information sciences and tourism management with a focus on ecotourism; associate programs in accounting technologies, entrepreneurship, forestry, and sports studies; and a bachelor’s program in agricultural chemistry.

Farmer finds rifle grenade while planting in Eastern Samar

TACLOBAN CITY-A 43-year-old farmer unexpectedly unearthed a rifle grenade while planting coconut trees in Quinapondan, Eastern Samar.

The incident happened at Barangay 02 Poblacion of the said town around 6:30 am on Sunday (May 26), the local police said in a report.

The farmer, identified only as alias Jo, immediately surrendered the rifle grenade with markings M-76B-AVA-0045-83 to the authorities.

According to the Quinapondan Municipal Police Station, they will turn over the said explosive to the Regional Explosive Ordnance Disposal and Canine Unit (RECU-8) for proper disposition.

DPWH Engineering offices shine in competitive sport fest tryouts in Calbayog City

CATARMAN, Northern Samar– The Department of Public Works and Highways Northern Samar First District Engineering Office (DPWH-NSFDEO) participated in the Sports Fest Selection hosted by the Samar 1st District Engineering Office.

This event aimed to select athletes to represent their respective offices in the upcoming Sports Fest in Tacloban City, scheduled in June as part of the DPWH Region 8 anniversary celebration.

The selection saw enthusiastic participation from four engineering offices within the Samar side cluster: Northern Samar First District Engineering Office, Northern Samar Second District Engineering Office, Samar First District Engineering Office, and Samar Second District Engineering Office.

Participants competed in various sports disciplines, including basketball, volleyball, badminton, table tennis, darts, and chess.

The participants showcased their talents and teamwork, making the selection process competitive and enjoyable. Those chosen will undergo further training and preparation to ensure they are ready to compete at the next level during the Sports Fest in Tacloban City.
The tryouts not only served as a selection process but also as a platform for fostering camaraderie and promoting healthy living through sports.

The DPWH-NSFDEO is proud of its athletes and looks forward to their stellar performance in the upcoming Regional Sports competition.
