PALO, Leyte– Governor Carlos Jericho ‘Icot’ Petilla on Tuesday night, Dec.10, led the ceremonial lighting of the giant Christmas Tree and holiday decorations at the provincial capitol complex, marking the official start of the festive season.

The event was attended by former Palo Mayor Frances Ann Petilla, who serves as the provincial tourism consultant, along with Board Members Carlo Loreto, Raissa Villasin, Kathryn Kabigting, Maria Corazon Remandaban, and Ronan Christian Reposar.

Also present were SK Leyte federation president MJ Luinly Lumen, PCL Leyte Chapter president Carmen Cari, Palo Mayor Remedios Petilla, and several vice mayors from across the province.

Gov. Petilla shared that the Christmas decorations aim to bring joy and entertainment, particularly to children.

“Christmas is not complete without lights. The atmosphere changes when you see the lights, and you feel the Christmas spirit,” he said.

Beyond attracting visitors, the decorations offer a space for families and children to create lasting memories.

“This brings memories, and we want these memories to be cherished by the children,” the governor added.

The capitol’s Christmas Tree design stands out for its creativity and significance.
Unlike traditional designs placed on the ground, Leyte’s Christmas Tree is set on a ship surrounded by gift boxes. A Boy Scout statue stands at the ship’s bow, while Santa Claus is positioned at the stern.

This year’s theme draws inspiration from the 80th anniversary of the Leyte Gulf Landings, connecting the holiday display to the province’s rich history.

Visitors can view the Christmas decorations at the provincial capitol in Palo from 6 pm to 10 pm daily. However, access is limited to the capitol compound, as entry inside the capitol building is restricted. (ROEL T. AMAZONA)

TACLOBAN CITY – The provincial government of Northern Samar has commended the House of Representatives for advancing legislative measures to institutionalize Green Lanes for strategic investments, aligning with the province’s groundbreaking efforts in implementing a localized version of the initiative.

Governor Edwin Ongchuan expressed support for the proposed national framework under Executive Order No. 18, highlighting its potential to streamline the investment process and bolster the country’s economic landscape.

“The Green Lane policy is a strategic tool to attract high-value investments that drive economic growth, improve infrastructure, and foster sustainable development. Our experience in Northern Samar demonstrates how this approach can transform local economies and create a business-friendly environment,” Ongchuan said on Saturday, December 7.

Northern Samar is the first province in the Philippines to introduce the Green Lane policy.
Gov. Ongchuan issued Executive Order No. 24 on January 12, 2024, establishing the Provincial Economic Development and Investment Promotions Office (PEDIPO), led by Jan Allen Berbon, as the agency spearheading the initiative.

The creation of Green Lanes for strategic investment is mandated under Executive Order No. 18, issued by President Ferdinand Marcos Jr. on February 23, 2023.

The order defines strategic investments as those aligned with the Philippine Development Plan or similar frameworks and characterized by significant capital or substantial economic impact.

Since launching its Green Lane program in January 2024, PEDIPO has facilitated 11 major investments worth over P200 billion, generating employment opportunities among the locals.

These projects, which are in various stages of development, include hybrid rice farming, aquaculture development, common tower construction, and renewable energy ventures such as wind and tidal energy projects, among others.

The fast-tracked approval process ensures that simple transactions are completed within three working days, complex transactions in seven days, and highly technical transactions within 20 days, significantly reducing bureaucratic delays.

“By streamlining the approval process, we signal our commitment to facilitating impactful projects efficiently. This approach not only attracts investors but also aligns with our goals of economic progress, infrastructure development, and environmental stewardship,” Ongchuan added.

Congress, as contained under House Bill 8039 or the Green Lane for Strategic Investments Act, is currently deliberating a bill to institutionalize Green Lanes nationwide, addressing delays in over 90 pending projects valued at nearly P2 trillion.

Under HB 8039, all relevant national government agencies, regional and provincial offices, local government units, and quasi-judicial bodies will be required to establish or designate a Green Lane within their offices.

This lane will be responsible for expediting the processing and issuance of permits and licenses for strategic investments endorsed by the One-Stop Action Center for Strategic Investments (OSAC-SI).

TACLOBAN CITY — Mayor Alfred Romualdez praised President Ferdinand Marcos Jr., his cousin, for remaining focused on his duties despite ongoing political tensions.

Romualdez expressed his admiration during an interview on Friday (Dec.6) night while leading the lighting ceremony of a 40-foot Christmas tree at the City Hall grounds.

“I commend the President for not being affected by the political situation. He remains focused on his work, which is important as the country faces numerous challenges. That’s why I salute him,” the mayor said.

He also downplayed the reported tensions involving the President, House Speaker Martin Romualdez—another cousin—and Vice President Sara Duterte, describing such conflicts as typical challenges faced by leaders.

“As a chief executive, I know there are always challenges and disruptions. The key is to stay focused on your responsibilities,” he remarked.

Reports have pointed to a feud between President Marcos and Speaker Romualdez on one side and Vice President Duterte on the other.

The conflict has reportedly escalated following Duterte’s alleged public threat to harm the President, First Lady Liza Araneta-Marcos, and Speaker Romualdez.

When asked about supporting Duterte’s impeachment, Mayor Romualdez deferred to Congress, saying, “Let our legislators do their job.”

Vice President Duterte currently faces impeachment complaints, with the alleged threats cited as one of the grounds for her potential removal. Duterte ran alongside Marcos as part of the Unity Team during the 2022 elections.

Despite the controversy, Mayor Romualdez believes the Unity Team remains intact, emphasizing that many individuals not originally part of the group have since joined its ranks.

“We cannot label the Unity Team as dissolved because many who were not initially part of it are now with the group,” he explained.

“But I can say that the President is sincere in his efforts to unite as many people as he can,” Romualdez added.

Acidre called for a thorough investigation into whether these women could be victims of human trafficking, particularly under the United Nations’ definition, which includes exploitation through deception or coercion.

“This matter is being closely studied, as there is a possibility that our countrymen were targeted by a deliberate scheme,” Acidre said, emphasizing the importance of understanding the situation fully and its broader implications.

The representative also assured the public that Philippine authorities, including the Department of Migrant Workers (DMW) and the Department of Foreign Affairs (DFA), are working with Cambodian officials to ensure due process and protect the rights of the affected Filipinas.

Former rebels in Samar receive livelihood support to rebuild lives

TACLOBAN CITY – Former New People’s Army (NPA) rebels from various towns in Samar province have received livelihood assistance from national government agencies as part of efforts to support their reintegration into society.

In San Jose de Buan and Calbiga towns, the Department of Trade and Industry (DTI) distributed sari-sari store packages under its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) Program. This initiative aims to empower former rebels to transition to self-sufficiency and productivity, offering not just economic tools but also symbols of hope and progress.

In Calbiga, 146 former rebels were provided with sari-sari store packages and livelihood assistance for rice trading, food processing, bolo-making, barber shops, and agrivet supplies. The distribution was a collaborative effort between the municipal government of Calbiga and the 46th Infantry Battalion.

Similarly, 17 former rebels in San Jose de Buan received sari-sari store packages during a turnover ceremony at the 87th Infantry Battalion camp in Poblacion 2. Soldiers from the 87th Infantry Battalion who were wounded in action (WIA) also benefited from the DTI’s livelihood program.

Meanwhile, in Motiong town, the Department of Social Welfare and Development (DSWD) conducted interviews with 12 former rebels to assess their eligibility for livelihood grants.
These grants are part of the government’s broader reintegration program, which seeks to provide former insurgents with the necessary resources to rebuild their lives, contribute to their communities, and promote lasting peace in the region.

The support provided reflects the government’s commitment to helping former rebels reintegrate successfully and positively impact their communities.

TACLOBAN CITY — To mitigate the impact of heavy rains that cause significant damage to lives and properties, the Department of Public Works and Highways (DPWH) Leyte 2nd District Engineering Office has completed a slope protection structure along a portion of the Daguitan River in Barangay Poblacion District IX, Burauen town.

District Engineer Leo Edward Oppura reported that the project spans 631.60 linear meters with a height of 5.80 meters and was completed with a budget of P95.77 million.

“This project will prevent erosion and slope failure, which can damage infrastructure and endanger people. The district office recognizes the importance of continually building slope protection structures in the area,” he said.

Flood control structures along river basins safeguard riverbanks from further soil erosion. During heavy rains, rising water levels and strong currents can erode the riverbanks, posing risks to nearby communities and infrastructure.

The Daguitan River, one of the largest streams in Burauen, traverses the southern part of the town, including the town area.

The project is funded under the DPWH-CY 2024 General Appropriations Act through the flood management program—construction/rehabilitation of flood mitigation facilities within major river basins and principal rivers. It was undertaken by Fairchild Builders and Developers, Inc., with work commencing on February 26, 2024, and completion expected by December 2024.
