Gov. Petilla opposes proposal to split Leyte into 2 provinces

TACLOBAN CITY — Leyte Governor Carlos Jericho Petilla has strongly opposed House Bill 11077, authored by 4th District Representative Richard Gomez, which seeks to split Leyte into two provinces based on linguistic differences between Waray and Bisaya speakers.
Petilla argued that dividing the province lacks economic merit and could hinder development.

“Splitting the province is not developmental; it’s regressive. The size of a province helps manage resources effectively. Instead of dividing Leyte, officials should collaborate to secure more national funding,” the governor said.

He also noted that the province’s development relies more on national projects than local funding and that lawmakers should focus on lobbying for national support rather than altering provincial boundaries.

Board Members Carlo Loreto (5th District) and Kathryn Veloso Kabigting (3rd District) echoed the governor’s sentiments.

Loreto emphasized the financial burden of creating new provincial facilities and personnel, suggesting these funds could be better utilized for pressing challenges.

Kabigting dismissed linguistic diversity as a basis for division, highlighting that language differences reflect the province’s cultural richness, not a hindrance.

Several local government units (LGUs), including Palompon, Isabel, and Burauen, have also passed resolutions opposing the bill.

The resolutions warned that dividing Leyte could increase administrative costs, disrupt unity, and exacerbate resource inequalities.

Burauen, located near the proposed boundary, expressed concerns over governance challenges and jurisdictional conflicts.

This is not the first attempt to divide Leyte.

Former governor Remedios Petilla, now Palo mayor, recalled a similar proposal during her term, which did not prosper.

While Representative Gomez’s proposal has gained attention, it remains subject to a plebiscite under Republic Act 6735, allowing affected residents to decide its fate.

Board Member Vince Rama, Gomez’s brother-in-law, acknowledged the democratic process, stating, “This bill is just a proposal. It will go through the proper procedures and may either be approved or rejected.”

Based on the DOF issuance, Northern Samar now officially a 1st class province

TACLOBAN CITY— Northern Samar is now officially classified as a first-class province, according to its provincial treasurer Allan Valenciano.

This reclassification follows the issuance of Department of Finance (DOF) Order No. 74-2024, implementing the First General Income Reclassification of local government units (LGUs) based on Republic Act No. 11964, or the Automatic Income Classification of Local Government Units Act.

Since 1998, Northern Samar had been categorized as a second-class province, despite its steadily increasing income.

In 2019, under Governor Edwin Ongchuan’s administration, the province reported an average annual income of P1.586 billion. By 2022, this figure had risen significantly to P2.3 billion, qualifying it for first-class status under the new law.

Accompanying the province’s upgraded classification, Catarman remains a first-class municipality, joined by Laoang and Mondragon, which were elevated from second- and third-class statuses, respectively.

Other towns which also saw improvements of their income classifications were Catubig, Las Navas, Palapag, Pambujan, and San Isidro, as second-class towns; while Bobon, Gamay, Lavezares, Lope de Vega, San Roque, and Silvino Lubos, are now categorized as fourth-class.

Based on the DOF’s income classification, first Class towns have P200 million or more annual income while for the second class municipalities, P160 million to less than P200 million.

Third Class LGUs have P130 million to less than P160 million while those in the fourth Class have P90 million to less than P130 million.

This updated classification will take effect on January 1, 2025.

Sees lots of benefits

TACLOBAN CITY—The proposed establishment of a naval base in Leyte, initiated through a resolution approved by the Sangguniang Panlalawigan, has gained the support of Tacloban City Mayor Alfred Romualdez.

Romualdez, who chairs the Regional Peace and Order Council, said that having such a facility in the province and Eastern Visayas would be a significant advantage.

“Yes, I welcome it. You know, they wouldn’t propose a naval base without thorough study. There is always a reason behind it,” he said when asked for his reaction to the resolution.
Romualdez, a cousin of President Ferdinand Marcos Jr., emphasized that aside from enhancing security, a naval base could also help attract investors to the region and even during a disaster situation.

“If it boosts security and even business confidence, why not? In the last 10 to 15 years, we’ve seen naval bases provide critical support, especially during typhoons and other disasters,” the city mayor said.

He dismissed concerns that establishing a naval base in Leyte could make the province a potential target for foreign attacks.

“No other country will invade us. That won’t happen,” Romualdez said.

The Leyte provincial board passed the resolution on Dec. 3, inviting the Department of National Defense (DND) to construct a naval and airstrip facility in Leyte.

Board Member Carlo Loreto, the proposal’s author, said the facility would enhance security in the province and the entire region, while also contributing to economic growth and disaster response efforts.

Leyte’s strategic location, he added, makes it an ideal site for a naval base.

Defense Secretary Gilberto Teodoro previously announced plans to construct additional naval bases and airstrips across the country as part of the DND’s efforts to strengthen national defense capabilities.

These facilities are also intended to support the Philippine Navy’s new assets under the Armed Forces of the Philippines Modernization Program.

Earlier, Teodoro confirmed plans to establish a new naval base in Misamis Oriental, which will serve as the Philippine Navy’s central operations hub in Mindanao.

DPWH-8 shares holiday cheer with outreach programs

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) regional office 8 is spreading holiday cheer this December with outreach programs for various communities in Eastern Visayas.

On December 2, DPWH-8, led by Regional Director Edgar Tabacon and his assistant, Ma. Margarita Junia, launched their Yuletide celebration by providing gifts and relief goods to families affected by the November 26 fire in Barangay 80, Marasbaras, and Tacloban City. The fire destroyed 15 houses and displaced 24 families.

The agency distributed essentials such as rice, hygiene kits, cooking supplies, kitchen utensils, and water jugs.

Junia emphasized the significance of aiding fire victims due to the extensive property damage caused by such incidents, making them the chosen beneficiaries this year.
The office will also conduct gift-giving activities for orphans, elderlies, and children, in collaboration with charity groups across Region 8.

“This season is about hope, generosity, and fostering connections through shared traditions while understanding the essence of serving the public,” the DPWH-8 leaders said in a statement.

CALBAYOG CITY– Agrarian reform beneficiary (ARB) Gary Rubante from this city was so happy to receive from the Department of Agrarian Reform (DAR) his Certificate of Condonation with Release of Mortgage (COCROM) on Sunday, December 8, which relieved him from financial burden over the farmland awarded to him under the Comprehensive Agrarian Reform Program (CARP).

“Maraming-maraming salamat po kay Secretary Conrado Estrella III ng DAR at kay Pangulong Bongbong Marcos dahil ipinagkaloob nya po ito. Sa wakas ay wala na po kaming babayarang ganito kalaking halaga, P111,842,” Rubante exclaimed.

Rubante is one of the 1,504 ARBs from the provinces of Western Samar and Northern Samar who are the first recipients of COCROM distributed in Eastern Visayas, held at the Calbayog Sports Center.

Presidential sister, Senator Imee Marcos, was supposed to hand the 2,140 COCROMs that will erase P41,333,397.65 of unpaid amortizations and debts incurred from the 2,813-hectare lands awarded to them under agrarian reform programs. But due to the inclement weather, she was not permitted by the Civil Aviation Authority of the Philippines (CAAP) to depart from the Tacloban City airport.

The distribution rites proceeded with DAR Assistant Secretary Rene Colocar alongside DAR Eastern Visayas Regional Director Robert Anthony Yu, Samar First District Representative Stephen James Tan, Vice Governor Arnold Tan, and City Mayor Raymund Uy, leading the distribution.

On July 7 last year, President Ferdinand Marcos Jr. signed Republic Act No. 11953, or the New Agrarian Emancipation Act that will condone P57.557 billion principal debts of 610,054 ARBs nationwide.

Aside from the COCROMs, 592 electronically generated individual titles under the Support to Parcelization of Lands for Individual Titling (SPLIT) project and 10 Certificates of Land Ownership Award (CLOAs) covering an aggregate area of 1,127.1534 hectares were likewise given to 532 ARBs from the above mentioned provinces on the same occasion.
Meanwhile, Marcos instead sent a video message which was shown during the said event.

CAN-AVID, Eastern Samar– The annual ‘Lamrag’ Giant Lantern Festival has solidified this town’s reputation as the Christmas capital of Eastern Samar, showcasing creativity and unity among its barangays.

This year, 13 entries joined the festival, a reduction from previous years due to barangay clustering to address budget constraints, according to Tourism Officer Sebastian Pomarejos.
The giant lanterns, crafted using recyclable and indigenous materials like plastic bottles, dried leaves, and abaca, are displayed at the Can-avid Plaza and public market compound to ensure visitor safety.

Mayor Vilma Germino expressed gratitude to barangay officials for sustaining this beloved tradition. “Through our unity, we strengthen and sustain this activity, showcasing how we celebrate and love the birth of our Lord,” she said.

The competition offers generous prizes: P200,000 for first place, P150,000 for second, and P100,000 for third, sponsored by Rep.Ma. Fe Abunda, Governor Ben Evardone, and the 4Ps party-list. Additional consolation and special prizes are supported by the LGU and Vice Governor Maricor Sison-Goteesan.

Tourism Regional Director Karina Rosa Tiopes commended Can-avid for sustaining the festival, calling it a reminder of the joy and unity brought by the Christmas season.
The festival opened on December 10, with the final judging set before New Year.
