Borongan City renews partnership with Philippine Airlines for expanded air connectivity

TACLOBAN CITY – The city of Borongan and Philippine Airlines (PAL) reaffirmed their collaboration with the renewal of a memorandum of agreement (MOA) for the continued operation of the country’s flag carrier, servicing the Borongan-Cebu-Manila route.

The MOA signing was held at the Borongan City Mayor’s Office last Dec.19 with Mayor Jose Ivan Dayan Agda representing the city government and PAL executives Matthew Llamas, senior specialist for development and sales; Joery Falloria, PAL Tacloban branch manager; and Mary Jane Ocop, PAL Tacloban senior account executive, representing the airline.
Joining the ceremony were Vice Mayor Emman Tiu Sonco, City Councilors Victor Ohoy Franco, Kathlyn Cainday, Glaiza G. Tiu, Frich Baylon Uy, Board Member and Philippine Councilors’ League Region 8 President Ralph Vincent “RV” Evardone, along with other city officials.

Mayor Agda highlighted the significance of the partnership saying it manifests that Borongan is a growing city.

“We know for a fact that having regular flights in Borongan is a catalyst for economic growth. But more importantly, it’s about hope. Providing hope inspires our people to achieve more. It’s about showing that reaching these milestones is possible—and that, for me, is tangible progress,” he said.

Agda also recognized the city’s top 20 frequent fliers for 2024, based on data provided by the local ticketing office, acknowledging their role in supporting the sustainability of local flights.

Tourism Officer-in-Charge and Flight Operations Chair Rupert Ambil shared updates on Borongan’s growing tourism sector, reporting a record-breaking 85,000 tourist arrivals from January to September 2024.

“We’ve hit the highest mark since 2017. Pre-pandemic, we had 80,000 visitors. Now, we’ve already surpassed that at 85,000, and the year isn’t over yet,” Ambil noted.

PAL began its Borongan operations on December 19, 2022, following the initial MOA signing that established twice-weekly flights to cater to the transportation needs of both tourists and Eastern Samar residents.

In September 2024, the airline expanded its service to thrice-weekly flights (Monday, Wednesday, and Friday) and started offering cargo shipment services.

To support the operations, the Borongan city government set up a local ticketing office. It also financed and built its departure terminal, completing the planning and construction process within three months.

The Civil Aviation Authority of the Philippines (CAAP) commended Borongan’s modular construction design and has since started replicating the model in other airports nationwide.

The partnership between Borongan City and PAL underscores the city’s commitment to improving connectivity, fostering economic growth, and enhancing opportunities for its residents and visitors, Agda said.

TACLOBAN CITY – More than three thousand agrarian reform beneficiaries (ARBs) from different towns of Leyte, Southern Leyte and Biliran rejoiced after they were relieved from paying their unpaid land amortizations amounting to P136,764,576, which included interests.

On Wednesday, December 18 this year, Ubaldo Sadiarin Jr., Department of Agrarian Reform (DAR) Assistant Secretary for Support Services, represented Secretary Conrado Estrella III in handing the 4,492 Certificates of Condonation with Release of Mortgage (COCROMs) at the Tacloban City Convention Center freeing 3,142 ARBs from financial burden. Sadiarin was assisted by DAR Eastern Visayas Regional Director Robert Anthony Yu.

Both officials repeatedly reminded the ARBs not to sell their awarded lands so their children and grandchildren could inherit them.

Seventy years old Alberto Carel from Naval, Biliran, who was among those who received COCROMs during the said occasion, expressed his gratitude to President Ferdinan Marcos Jr. for relieving him from paying his P147,596.51 land amortization at the Land Bank of the Philippines (LBP), one of the highest unpaid amortizations.

According to Carel, he was not able to start paying his amortization because he always run short of his income until he learned that the President ordered the condonation of the ARBs’ debts.

The President signed the New Agrarian Emancipation Act (Republic Act No. 11953) on July 7 last year, which condoned P57.557-billion of ARBs’ debts.

Aside from the COCROMs, 669 individual electronically generated Certificates of Land ownership Award (e-CLOAs) issued under the Worl Bank-funded Support to Parcelization of Lands for Individual Titling (SPLIT) project were distributed to 502 agrarian reform beneficiaries. The land titles covered an aggregate area of 758 hectares situated in the above-mentioned provinces.

Tacloban City Mayor Alfred Romualdez, who at the same time is the chairman of the Regional Peace and Order Council, graced the said occasion and disclosed that the President instructed him to make sure that landless farmers receive their CLOA and are properly installed.

Land distribution is DAR’s contribution to End local Communist Armed Conflict (ELCAC), a whole-of-nation approach in addressing insurgency problems in the country, Yu explained.
Meanwhile, as assistance to ARBs in making their awarded land productive, nearly P2-million worth of farm machineries and equipment were turned over on the same occasion to the Barangay Anahawan Farmers Agriculture Cooperative from Bato, Leyte.

Plastic drums containing medicine found floating in Babatngon town

ORMOC CITY-Five large blue plastic barrels containing medicine were temporarily placed at the local police station in Babatngon, Leyte after they were recovered and turned over by residents to authorities in Sitio Monbon, Barangay District-1 of said town.

According to police, alias “Niño,” a married official of Brgy. District-1, reported that residents of the barangay informed them of the discovery of the large blue barrels floating in the area.

At around 9:30 am on December 12, alias “Niño” appeared at the Babatngon Municipal Police Station (MPS) to report the discovery of the barrels by one of his constituents at Sitio Monbon, Brgy. District-1.

The local police immediately proceeded to the location to verify the report and conduct an investigation. Upon arrival, responding officers confirmed the presence of the blue barrels.
Initial investigations revealed that, according to residents, the barrels were seen floating in the sea around 8:00 pm on December 11, during the flood.

The residents, driven by curiosity, retrieved the barrels. Upon inspection, the barrels were found to contain medicines labeled as ascorbic acid zinc plus, with a paper description attached to the containers. The blue drums were placed under the custody of Barangay District-1 officials, who immediately informed the Rural Health Unit (RHU) for proper disposition.

The following day, Dec.13, at about 8:00 am, the RHU requested security assistance from Babatngon MPS personnel, accompanied by the Babatngon LGU, to temporarily transfer the barrels to the police station for inventory and safekeeping prior to their disposal.

The barrels are still at the Babatngon police while authorities await the owners to come forward.

Saleslady killed, driver injured in a road accident in Maasin City

ORMOC CITY-A saleslady from a local mall in Maasin City was killed, and her motorcycle driver was injured after their vehicle collided with a medium-duty truck at around 11:40 am on December 11 in Barangay Mahayahay, also in the same city.

The fatality was identified as alias “Glenda,” 27, single, a saleslady at Gaisano Grand Mall, and a resident of Brgy. Nasaug.

The injured motorcycle driver, identified as alias “Rissa,” 31, married, and a resident of Brgy. Panan-awan, was driving a black Suzuki scooter with plate number 736HYB.

The driver of the Mazda Elf truck, bearing plate number JAS-2956, was identified as alias “Darwin,” 29, single, and a resident of Brgy. Cabulihan, Ormoc City.

Initial investigations conducted by the local police revealed that the Suzuki motorcycle was heading toward Brgy. Panan-awan, while the Mazda Elf truck was traveling to Maasin City proper from Ormoc City. Upon reaching the accident site, the truck reportedly swerved into the opposite lane and collided with the oncoming motorcycle.

The collision caused severe injuries to both the saleslady and the motorcycle driver. The victims were immediately rushed to a local hospital, but alias “Glenda” was pronounced dead at around 12:20 pm by attending physician Dr. Jocelyn Orito.

The driver of the Mazda truck and the vehicle were taken to Maasin City Police Station for proper disposition, while the deceased was brought to a local funeral parlor.

During Christmas season

TACLOBAN CITY—The Department of Health (DOH) has placed all 51 government-run hospitals, 36 private hospitals, and two DOH-retained hospitals in Eastern Visayas under Code White alert starting December 16.

This heightened alert ensures medical personnel and supplies are on standby to address potential holiday-related emergencies, including firecracker injuries, communicable diseases, and road crashes.

The measure is part of the DOH’s expanded “Ligtas Christmas, Iwas Paputok” campaign, which promotes fire safety, health precautions, and disaster preparedness through its key components: “Healthy Handaan,” “BiyaHealthy,” and “Iwas Paputok.”

Hospitals on Full Preparedness

The code white alert mobilizes hospital staff to remain ready for emergencies during the busy holiday season. The DOH has inspected facilities across the region to assess their preparedness and ensure the availability of necessary medical supplies, including medicines and first-aid kits.

“Having hospitals on code white alert is a critical step in ensuring immediate response to holiday-related cases,” said DOH-8 Assistant Regional Director Dr. Catherine Miral.
Broader Monitoring

This year, the DOH is expanding its surveillance efforts to include not just firecracker-related injuries but also cases of communicable diseases and road crashes, which are common during the holiday season.

“During Christmas, people often overlook the importance of proper diet and safety precautions,” Dr. Miral said. “We also remind everyone to prioritize safety when traveling to spend the holidays with their families.”

The DOH noted a sharp increase in firecracker-related injuries in recent years, from zero cases in 2020 to 31 in 2023. The agency expects cases to rise during the New Year celebrations and urges the public to adopt safer alternatives.

To minimize accidents, the DOH recommends the following: use noisemakers like horns or sound-emitting devices instead of firecrackers; attend community fireworks displays rather than setting off firecrackers at home; and avoid handling unexploded firecrackers; use a dustpan for safe disposal.

For those injured by firecrackers, the health department advises seeking immediate medical attention.

“Let’s celebrate Christmas and the New Year responsibly and safely,” Dr. Miral emphasized.
The DOH’s comprehensive approach aims to ensure a safer and healthier holiday season for all.

TACLOBAN CITY—The Department of Science and Technology Region VIII (DOST-8), through its Provincial Science and Technology Office-Southern Leyte, has partnered with Oceana Philippines International to safeguard the rich marine ecosystem of Panaon Island Seascape, a critical biodiversity hotspot in Southern Leyte.

A memorandum of agreement (MOA) was signed on December 17, 2024, committing both organizations to collaborate on the conservation of Panaon Island’s marine environment. The initiative aims to ensure sustainable benefits for communities relying on the island’s resources.

Representing DOST-8 at the signing ceremony was Provincial Science and Technology Director for Southern Leyte, Dr. Ramil Uy, on behalf of Regional Director Dr. John Glenn Ocaña while Oceana Philippines was represented by Vice President Atty. Gloria Ramos and Marine Protected Area Campaign Lead Atty. Ma. Nikka Andrea Oquias.

Board Member Myra Rentuza, chair of the Provincial Board’s Science, Technology, and Innovation Committee, also attended the event.

“This partnership reinforces our commitment to protecting Panaon Island’s unique marine ecosystems while ensuring that local communities benefit from sustainable practices,” said Uy.

Spanning 62,478.50 hectares, Panaon Island Seascape is celebrated for its exceptional marine biodiversity. Surveys show that 41% of the island’s coral reefs have a hard coral cover exceeding 50%, an increasingly rare find in the Philippines.

However, Panaon Island’s marine ecosystem faces significant threats, including overfishing, crown-of-thorns starfish outbreaks, marine debris, and illegal fishing activities.

These stressors have depleted fish stocks and risk large-scale habitat degradation, underscoring the need for immediate conservation efforts.

While the Philippines has 114 legislated protected areas, many critical ecosystems like Panaon Island Seascape await formal protection.

House Bill 6677, authored by Southern Leyte Representatives Christopherson Yap and Luz Mercado, seeks to declare Panaon Island as a protected seascape.

Its counterpart in the Senate, Senate Bill 1690, titled the “Panaon Island Protected Seascape Act of 2023” and authored by Senator Cynthia Villar, remains pending. Once enacted, the legislation will provide Panaon Island with the necessary legal framework and resources to ensure its long-term conservation.

“This collaboration is not just about protecting marine life; it is about ensuring that future generations can enjoy and benefit from our natural heritage,” said Atty. Ramos of Oceana Philippines.

The joint efforts of DOST-8 and Oceana Philippines serve as a vital step in preserving one of the Philippines’ last bastions of marine biodiversity while addressing the urgent need for sustainable marine management.
