Samar turns plastic waste into school chairs for public schools

TACLOBAN CITY – The provincial government of Samar has donated 300 monobloc chairs, produced from its plastic recycling facility, to two public schools in the province.
The Samar National High School received 240 chairs, while the Valeriano C. Yancha Memorial Agricultural School (VCYMAS) was given 60.

Governor Sharee Ann Tan led the turnover ceremony, expressing enthusiasm for the provincial government’s efforts to address the critical resource needs of educational institutions and provide a high-quality learning environment.

“Through this plastic recycling facility, we are able to transform plastic waste into functional chairs. These chairs are then donated to educational institutions that really need them,” Gov. Tan said.

She added, “We want to care for the environment and eradicate the problem of garbage. At the same time, these products will be utilized by students and schools in need.”

The initiative is implemented with the assistance of the Provincial Environment and Natural Resources Management Office (PENRMO), aiming to reduce plastic waste while addressing the need for durable school furniture.

To sustain the project, PENRMO encourages local government units and residents to segregate waste and donate soft plastics, such as sachet packaging and food wrappers, to support ongoing chair production.

To date, Samar province has produced 580 monobloc chairs, which have been distributed across various cities and municipalities under the provincial government.

Ex-rebel surrenders to police in Northern Samar

TACLOBAN CITY – A member of the New People’s Army (NPA) voluntarily surrendered to authorities on February 17, 2025, in Catarman, Northern Samar.

Alias “Ashley,” a 23, female farmer from Gamay, Northern Samar, decided to abandon the armed struggle following negotiations led by the 1st Northern Samar Provincial Mobile Force Company (NSPMFC) in coordination with the Catarman Municipal Police Station.

She was previously operating in Northern and Eastern Samar provinces under the command of alias “Liboy.”

Police B/Gen. Jay Cumigad, police regional director, praised this development, emphasizing the government’s commitment to peace and reintegration efforts.

The voluntary surrender of alias ‘Ashley’ highlights the success of our intensified counter-insurgency efforts. We urge other rebel members to lay down their arms and reintegrate into society. The government, through the Enhanced Comprehensive Local Integration Program (E-CLIP), is prepared to support them in starting anew,” he said.

The surrenderee is now under the custody of the 1st NSPMFC for processing and possible enrollment in E-CLIP, which provides livelihood, financial aid, and reintegration benefits to former rebels.

TACLOBAN CITY – The Samar Police Provincial Office (SPPO) launched Project “LOVE” (Law Enforcement Officers Volunteers for Education) on February 17, 2025, at Camp Lucban, Barangay Maulong in Catbalogan City.

Led by Samar Police Provincial Director Col. Antonietto Eric Mendoza, Project LOVE is a scholarship program aimed at providing educational assistance to aspiring future police officers, reinforcing the organization’s commitment to community development and youth empowerment.

The program’s initial beneficiaries are Jester Nacional from Brgy. Dolores, San Sebastian and Kyre Zadrix Doinog from Brgy. Basud, Calbayog City and both students of Samar College in Catbalogan City.

In his message, Col. Mendoza emphasized the importance of education and community collaboration in shaping the next generation of law enforcement officers.

A memorandum of understanding (MOU) between the Samar Police Provincial Office (PPO) and Samar College formalized the implementation of this program.

Representing Samar College, Roque Villarin, external communications director, in his speech, expressed the school’s gratitude for the opportunity to collaborate with the Samar PPO, emphasizing the role of education in fostering responsible and service-oriented leaders.

DPWH builds 5-classroom building at Lake Danao Integrated School

ORMOC CITY– The Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) completes the construction of a one-story, five-classroom building at Lake Danao Integrated School, Ormoc City, with a contract amount of Php 12,313,123.20 funded under the General Appropriations Act (GAA) 2024.

Each of the five classrooms is equipped with a comfort room and four ceiling fans, ensuring a comfortable learning environment for the students. Additionally, group handwashing counter sinks with ten faucets per counter sink have been installed at the outermost sides of the building to promote proper hygiene among students.

Previously established as Lake Danao Elementary School, the institution was upgraded to Lake Danao Integrated School in 2022 to accommodate junior high students. With this expansion, the demand for additional classrooms has grown, making this newly completed project a significant contribution to the school’s development. The additional learning spaces will greatly benefit students, especially those who previously had to travel to neighboring barangays to continue their secondary education.

Furthermore, the building is expected to bring long-term positive impacts such as increased student enrollment, enhanced teaching efficiency and educational sustainability. With better infrastructure in place, students will have greater opportunities to excel academically and secure a brighter future. (PR)

TACLOBAN CITY – Mayor Florence Batula of Palapag, Northern Samar expressed gratitude to the provincial government for funding the repair of damaged sections of the Palapag-Simora Road, a vital route for trade and transportation.

The road, part of the Samar Pacific Coastal Road (SPCR) Project, suffered heavy damage due to shearline-induced rains and overuse.

With no immediate national government assistance, Governor Edwin Ongchuan allocated provincial funds for initial rehabilitation.

The 20.6-kilometer road includes 6.58 km funded by the provincial government from Palapag town proper to Barangays Magsaysay and Mabaras, while 11.6 km was constructed under SPCR Project 1.

Although the provincial government sought national funding in August 2024, the lengthy approval process and worsening road conditions prompted Governor Ongchuan to take action.

Repairs are now underway but are limited by the election ban.
The Simora-Palapag Road has yet to be categorized as a national road.

Repairs now underway for damaged Biliran Bridge

TACLOBAN CITY – The repair of the Biliran Bridge has officially commenced, according to OIC-District Engineer Irwin Antonio of the Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (BDEO).

The P28.9 million budget for the project, requested by BDEO, has been downloaded by the DPWH central office following damage assessments conducted in December 2024.

The repairs include replacing corroded bolts, steel members, steel plates, damaged expansion joints with a finger-type expansion joint, and other critical bridge components.
Experts from BDEO and the regional office identified damages beneath the deck slab, particularly on the bridge stringers, steel cross bracing, and loose nuts and bolts at spans 1 and 4.

Antonio confirmed that the contractor, engaged via negotiated procurement, began deploying manpower and materials on February 8 after receiving the notice to proceed (NTP).

The repair is expected to be completed by June 2025.

Antonio assured the public that the bridge will remain open throughout the repairs. However, only vehicles weighing five tons and below are allowed to pass, while heavier vehicles are being transported via barge.

Built in 1976, Biliran Bridge serves as the sole land access connecting Biliran province to Leyte.
