Sec. Ubial: Cuban doctors expresses willingness to serve remote areas in the country

TACLOBAN CITY- Cuban doctors may just find their way working in remote areas in the country who have no Filipino doctors.
This was disclosed by Health Secretary Paulyn Jean Ubial who said that the Cuban government had assured her that they are willing to send their doctors to areas in the country where there are no serving doctors without any cost to the government.
Ubial, who made this disclosure in a press conference, was in the city on Thursday (Sept.8) to attend the inauguration of the Mother and Child Building of the new Eastern Visayas Regional Medical Center (EVRMC) in Barangay Cabalawan.
According to Ubial, there are still “isolated and far-flung areas” in the country which are not served by doctors.
And these unserved areas may just be filled in by the Cuban doctors. And the good thing of this proposal, she added, the Philippine government will not be paying these Cuban doctors
“I warned our Filipino doctors. The Cuban government has assured me if we open up positions for doctors even in the far-flung, isolated areas, they can fill in our need for free,” Ubial said.
“The Cuban doctors are paid by the Cuban government so kahit nandito sila, babayaran ang suweldo nila sa Cuba.Pagbalik nila doon, may positions pa din sila,” she added.
Ubial went to Cuba last August 23-26 to study their health care system which enjoys one of the world’s best doctors to population ratio.
A doctor in Cuba serves around 1,075 populations.
In contrast, a doctor in the country has to serve 33,000 populations.
Ubial, however, could not exactly say how many remote areas in the country that are unserved by doctors.
But in the case of Eastern Visayas, the second poorest region in the country where there are also dent of doctors, 14 areas which are mostly in Samar provinces (Samar, Eastern Samar and Northern Samar) have no serving doctors.
The Health Secretary said that lack of interest among Filipino doctors to be assign or serve in remote areas in the country is the reason why these areas does not have a doctor of their own.
She also said that doctors prefers to work in private hospitals than in the government also contributes to this situation.
Ubial said that she is seriously studying this Cuban proposal as she still prefers local doctors to serve in these remote areas.
She also said that she is thinking of seeking the help of medical schools, particularly those run by the government, to have an agreement with the Department of Health wherein their students will be mandated to work in these areas to include public health facilities.
“I challenge the state owned medical schools to have a MOA(memorandum of agreement) with us na mandatory rural practice, mandatory in government hospitals kasi ang shortfall natin, hindi lang sa rural areas pati government hospitals, kulang sa doctors,” Ubial said.
In the case of EVRMC, the region’s biggest public hospital, it needs 90 doctors. The hospital has around 120 doctors which is still not enough considering of the huge number of patients it cater. (JOEY A. GABIETA)

Biliran officials urged young athletes to give their best in next year’s EVRAA

NAVAL, Biliran- Governor Gerardo Espina Jr. exhorted the young players of the province to make good as they prepare for the hosting of the regional athletic meet next year.
Espina led the opening of the provincial meet on Wednesday (Sept. 7) held at the Larrazabal Sports Complex, this town and attended by 1,858 athletes both from the elementary and secondary levels.
Biliran will host the EVRAA (Eastern Visayas Regional Athletic Association) Meet in January, 2017.
In his talk, Espina said that the repairs of the provincial sports complex and its facilities are now ongoing and ready for next year’s sporting event expected to draw 10,000 young athletes across the region.
Naval Mayor Gerard Roger Espina challenged all athletes to go for gold and represent the province with impressive performances during the regional competitions.
Biliran Schools Division Carmela Tamayo led the official declaration of the opening of the Provincial Athletic Meet with students from the Naval National High School performing during the opening ceremonies.
Members of the band bugle corps from different elementary and secondary schools also accompanied during the parade.

Carigara- Sorsogon ferry service sidelined due to ships’ repair

CARIGARA, Leyte- Ferry services plying the Carigara in Leyte to Bulan town in Sorsogon was temporarily halted.
Carigara Mayor Eduardo Ong said the two ferries, which operated the new route last June, are undergoing repair after its propellers snagged a fishing net compelling it to be restored in dry dock.
Ong said that the repair is taking longer than expected as ships for repair are put on respective schedules.
“Unfortunately they are not the only ship that needs repair. They have to wait for their own together with the rest,” Ong said.
However, trips from Carigara to Bulan will resume once the ships are fit to travel again, the town mayor added.
Meanwhile, it was learned that there is a pending application for the vessel to increase its vehicle and passenger capacity so it can accommodate more passengers when it resumes operations.
The Leyte-Sorsogon Transport service started operation shortly after the May 9 elections.
Ferry service was opened in this town to provide an alternative route to Bicol and to Luzon in the north, from the long and winding travel going to the Allen port in Northern Samar. (AHLETTE C.REYES)

TUNGA, Leyte-A large crowd coming from different places, scorching under the heat of the sun, patiently falling in line in the very long queue of attendees just to be part of Leyte III Electric Cooperative’s big 37th Annual General Membership Assembly (AGMA) 2016 and witness the presence of the Speaker of the House of Representatives, Pantaleon “Bebot” Alvarez.
In his keynote address, the Speaker Alvarez asked, “Marami pa bang sitio na walang ilaw dito?” The crowd answered in a mumbled yes.
“Huwag kayong mag-alala. Tutulungan ko kayo, nandito si Congressman Ong, he can come to me para mapundohan” Speaker Alvarez promised. The crowd clapped.
Leyeco III has already energized 71 sitios under the second district of Leyte for the year 2015 to 2016 but due to the increasing number of communities in the far flung areas, many are still waiting.
The House Speaker also spoke about federalism which is the advocacy of President Duterte. He stressed that our existing form of government is like an old car which is repeatedly being repaired but still malfunctions.
“Why don’t we get a brand new car instead?” Alvarez said. In pursuing support for the shift to a federal form of government, Alvarez said the people should not waste the opportunity for change presented by President Duterte.
After his speech at Leyeco III, the Speaker immediately left for his other business meeting in Cebu City. His promise filled the hearts of the Leyteños with hope. (PR)

Jobless man nabbed for shabu selling

TACLOBAN CITY- Elements from this city police arrested a 33-year old man for selling the prohibited drug Sept.2.
Arrested by the city police team, led by S/Inspector Elmer Jabiñar, was Alberto Guibao during a buy-bust operation in Barangay 84, San Jose district, this city, where the suspect resides.
Seized from Guibao’s actual possession were one piece sachet of shabu (methamphetamine hydrochloride) and the mark money of P500.
The confiscated shabu was turned over to the Regional Crime Laboratory Office (RCLO8).
Suspect, who is married but jobless, was placed under the custody of Tacloban City Police Office for custodial facility while cases for violation of Sections 5 and 11 of RA 9165 are being prepared for filing before the City Prosecutor’s Office
The operation was conducted in coordination with the Philippine Drug Enforcement Agency- 8 under the supervision of city police director, S/Supt.Rolando Bade, police director. (PR)

PDEA: 839 barangays in EV are “shabu affected”

TACLOBAN CITY – The Philippine Drug Enforcement Agency (PDEA) has listed 839 drug affected barangays in the region, representing 19 percent of the region’s total number of villages.
About 361 villages with drug menace are in Leyte, 219 in Southern Leyte, 75 in Samar, 74 in Eastern Samar, 59 in Northern Samar, and 51 in Biliran.
The region has 4,390 villages from its six provinces.
In a report to the Regional Development Council, PDEA Eastern Visayas Regional Director Edgar Jubay said 830 villages are slightly affected, nine are moderately affected, and no single area is seriously affected.
Citing their official list, Jubay said illegal drugs distribution is being carried out by 3,101 pushers, 65 financiers, and 25 traffickers in the region.
Based on their list, there are 2,069 drug users, way below than the nearly 17,000 self-confessed drug dependents who surrendered to the Philippine National Police.
While drug trade has been minimized due to President Rodrigo Duterte’s anti-drug war, PDEA said that illicit activities continue in some areas with the involvement of some government officials, modus operandi, and use of new technology.
“One challenge is the capability of high-profile drug personalities to continue their illegal drug trade using new technology such as digital wire transfers of through banks without having to expose themselves physically, thus hampering operatives from arresting them,” Jubay explained.
Modus operandi of drug traders include use of minors to peddle drugs, use of commercial courier services, use of some jail facilities as temporary stock and releasing areas, transacting inside hotels, wrapping drugs with improvised packages, placing drugs inside drinking straws, placing under soft drink bottle, and use of cockfighting chickens as concealment strategy in transporting drugs.
Identified by PDEA in the region’s drug trafficking route are Matnog port in Sorsogon, Allen and San Isidro port in Northern Samar, San Ricardo and Liloan port in Southern Leyte, Ormoc City port in western Leyte, and other small public and private ports throughout Region 8.
Jubay is optimistic that impact of anti-drug war will be felt in affected communities in the next few months.
Law enforcement agencies arrested 695 drug personalities as of Aug. 21 or 54 percent up than the 451 arrested persons in the same period last year.
A total of 13,912.435 grams of shabu have been seized in various operations from January to Aug. 21 this year, way high compared to the 1,523.593 grams recovered in the entire 2015.
