SAN ISIDRO, Northern Samar- A group of researchers recently conducted a study for a possible energy source in this town. This was revealed by town Mayor Conrado Avila Sr. who said that the scientists made their study along Dalupirit Pass, this town and Capul Pass, Capul town, both this province. The group was composed of Michael Abundo, lecture professor of the University of San Carlos in Cebu; Marilou Martin of the Marine Science Institute(MSI)of UP Diliman in Manila as head and joined by Marianne Catanyag and Karl Estadola, project coordinators.

The group made their explorations on the two marine channels for possible sources of ocean renewable energy, said Avila. The study was conducted by the group on September 6 to 9.
Avila said that the initial survey conducted by the researchers was in support of the government’s effort in finding and developing new and cleaner renewable energy source under Republic Act 9513, known as “Renewable Energy Act of 2008”. “The development and utilization of ocean renewable energy will provide solution for the perennial energy crisis in the country, reduce our dependence on imported fossil fuels, and minimize harmful emissions”, Avila, quoting a letter he received from Abundo. Court declared mayor in Eastern Samar fails to assume post

TACLOBAN CITY- The court declared mayor of San Policarpo town in Eastern Samar has yet to take her post with less than two years before the holding of the next elections.
Virginia Acol, who was earlier declared as the “rightful winner” could not just yet assume the post occupied at present by Mayor Conrado Nicart III after the latter secure a 60-day temporary restraining order (TRO).

The TRO, issued by a regional trial court in Oras, also in Eastern Samar, is to expire on September 30. “We respected the TRO thus we were constrained not to hold office for the meantime. We know how to follow the law” Acol said. Interestingly, the court that issued the TRO was the same court that ruled that it was Acol who won the mayoralty race against Nicart, son of Eastern Governor Conrado Nicart. In her ruling, Judge Juliana White, presiding judge of RTC- Branch 5 ruled that Acol was the real winner during May 2013 mayoralty polls against Nicart, who is now serving his second term.

Based on the court decision, Acol garnered 3,773 votes against Nicart’s 3,667 votes or a margin of 106 votes. Nicart was proclaimed by the members of the board of elections inspectors as the winner based on the strength of the votes he garnered, 3,945, as against Acol’s 3,857 votes or a difference of 88 votes. Acol, a businesswoman, said that she tried to get inside the municipal hall last July 23 but failed to do so as the building’s entrance was locked with dump trucks placed just outside the front of the building. Upon the advice of her lawyers, she rented a private place where she holds office as mayor of the town, Acol said. Acol said that while she is supposed to hold office in just over a year before the conduct of the 2016 elections, she still want to discharge the functions as mayor so she could serve her people. Comelec urged would-be SK voters to register for youth polls next year

TACLOBAN CITY- The Commission on Elections(Comelec) here in the region is calling all the youth whose age ranged from 15 to 17 years old to register in their respective Comelec offices for them to cast votes during the Sangguniang Kabataan(SK) elections slated early next year. Lawyer Felicisimo Embalsado, Comelec-8 assistant regional director, said that the registration started last September 20 and to end on Sept. 29. According to Embalsado, since they started their registration, the turn out appeared to be “satisfactory” though the official did not give any figure. Qualified to register are those born on October 22, 1997 up to October 21 2000, Embalsado said. The SK election is slated on February 21, 2015.

Embalsado reiterated their appeal to the youths here in the region not to wait for the last day of the registration. And to maximize the time, Saturdays and Sundays were designed to cater youths who may not be able to register because of their school schedules. The number of registrants for the 10- day registration is just an addition to the existing list of SK registered youths excluding those who will turn 18 on the day of elections, Embalsado said. Tacloban council allows residents living in a danger zone construct their houses

TACLOBAN CITY- Families whose houses were washed out during the onslaught of supertyphoon Yolanda were given the go signal by the members of the city council to construct their “temporary shelters” located within the danger zone. During their regular session held last September 17, the councilors, led by Council Neil Glova, passed a resolution allowing residents of sitio Mahusay of Barangay 88 in San Jose district to construct their houses.

The resolution stemmed from the requests of the residents of the barangay, considered the worst hit area during the onslaught of Yolanda, to allow them to build their houses on the ground that a non-government organization will help them construct their houses. Councilor Cristina Gonzales Romualdez was the lone dissenter on this proposal saying the area is considered a risk area. But Glova said that the owner of the lot where these families are to build their makeshifts already agreed adding that these families also consented that they would leave the area once they would be moved out to a permanent site. Councilor Edwin Chua also said that as part of the agreement, the families are not allowed to construct their dwellings using concrete materials considering that the nature of their stay is only temporary.

Councilor Romualdez said allowing the more than 50 families to stay in the area only exposes them to danger if a typhoon will happen again. “Their lives and their children’s lives are more important,” she stressed. Romualdez said that the area is prone to natural hazards like tsunami and storm surges that actually happened during the onslaught of Yolanda. But despite of the danger, the residents who trooped to the Legislative Building, expressed their happiness allowing them to stay in sitio Mahusay.

P24.2 million asphalt overlay projects near completion

CALBAYOG CITY- The traveling public and motorists plying along the national road from Northern Samar passing Calbayog City will now experience comfort and convenient travel with a reduce noise level on the road.

Preventive maintenance fund amounting to P24.2 million has been released to the DPWH (Department of Public Works and Highways) – Samar First District Engineering Office based on the Pavement Management System/Highway Development and Management – 4 (PMS/HDM-4) under the DPWH Regular Infrastructure Program.
The asphalt overlay projects covered three road sections in the coastal areas of the city with a total length of 1.2 kilometers. The three road sections covered by the projects include:
1. Asphalt overlay along Daang Maharlika with a length of 0.0.3 kilometers in the amount of P 11.63 million;San Isidro – San Juanico Bridge, K0694+762 – K0695+450 Calbayog City, Samar.
2. Asphalt overlay along Daang Maharlika with a length of 0.6, P2.738 million.(SM) K0701+050 – K0701+216
3. Asphalt overlay along Daang Maharlika, 0.3 in the amount of P 9.86 million.K0710+650 – K0711+250, 250
The three road sections are located in Barangays Bugtong, Malayog and Baay, respectively.
It includes application of bituminous tack coat 80mm in thickness, laying and compaction of bituminous concrete surface course and application of reflectorized pavement markings, white edge line and centerline.
Asphalt overlay, as an approach to pavement preservation, will provide an improved ride quality, reduce pavement distresses, and provide long lasting service which the public will enjoy for a long time.
According to the project engineers, a pavement overlaid in proper fashion is a pavement stronger than new, effecting a reduction of subsequent maintenance requirements. (MARIANETTE Y.GOMEZ, PIO Designate/PR)
