MGB presented result of its geohazard mapping to San Isidro officials

SAN ISIDRO,Northern,Samar- Members of a team from the Mines and Geosciences Bureau(MGB) recently conducted their geohazard mapping in all the villages of this town. The MGB team, headed by geologists Leah Mae Marie Gegare and Vincent Gascal, made recommendations to the local government and barangay officials for them to observe to avoid if not minimize impacts due to a natural calamity like flooding and landslide.

Eulalio Sola, head of the Municipal Disaster Risk Reduction Management Council, said that the MGB team presented the result of their assessment last September 30. Among the recommendations involved the following: construction of canals along village rod and evacuation centers to minimize flooding; vigilance during bad weather; establish a 40-meter “no dwelling zone” along coastal areas and 5-10 meter buffer zone from the creek’s bank—under P.D. 1067; slope stability improvements and as well proper maintenance of canals and discourage residents in settling along coastal and river mouth.

The MGB team also identified the town’s villages with low and high susceptibility on landslide and flooding incidents and at same time advises the public to initiate readiness and measures for the said identified geo-hazard. According to Poblacion village chairman Nelson Badillo Jr., the first-ever conduct of geohazard mapping on their town was a big help considering that occurrence of typhoons in the region has become frequent that results to destructions of properties and lose of lives. As habitat of the Philippine eagle DENR-8 urges public to help preserve Samar forests

TACLOBAN CITY- The Department of Environment and Natural Resources(DENR) here in the region has issued anew its call for the preservation of Samar Island’s remaining forests following reports of sightings of the Philippine eagle, whose specie is on the brink of extinction, at the Samar Island National Park (SINP). DENR-8 Regional Director Leonardo Sibbaluca said that he is urging and soliciting support from the local government units, stakeholders, private groups and the public for the preservation of the remaining forests in the Island of Samar serving as the habitat of the Philippine Eagle (Pithecophaga jefferyi).

He pointed out that the participation of the public and other stakeholders is crucial in the preservation of the Samar’s forests and DENR cannot do it alone. Sibbaluca said that a team composed of the Philippine Eagle Foundation (PEF) and the Institute of Biology of the University of the Philippines – Diliman has sighted twice and reconfirmed the existence of the national bird in the forests of Samar Island.

He said that the team reports sightings of the mighty eagle in the thickly forested Barangay Buluan in Calbiga and within the Taft Forest Wildlife (Philippine Eagle) Sanctuary Taft, Eastern Samar during their expedition, September 19 to October 4, 2014, both areas within the SINP, he added. The Philippine eagle was first spotted in Paranas, Samar on June 15, 1896 by a British naturalist John Whitehead.
Sibbaluca said that the existence of the Philippine eagle in Samar forests has also been reported of in the early 1980’s and the sightings of the bird in 1997, caused then President Joseph Estrada to declare the 3,720 hectares of Samar forest as Taft Forest Wildlife (Philippine Eagle) Sanctuary on July 31, 1999 by virtue of Presidential Proclamation No. 155.

Sibbaluca pointed out that the existence of Philippine eagle and other wildlife in the area depends on its condition of the remaining forests in the island. He said that the presence of the Philippine eagle in Samar forests indicates the rich biodiversity of the area and is favorable for the existence of the national bird and other endemic and endangered species in the island. Comelec-8 director not incline to extend SK age requirement up to 30

TACLOBAN CITY- Extending until 30 years of age for one to be considered as eligible as an SK (Sangguniang Kabataan) would entail a long legal process. Thus said lawyer Jose Nick Mendros, regional director of the Commission on Elections (Comelec), when asked on his stand on the proposal to widen the age requirements for one to be considered as an SK. Senator Ferdinand “Bongbong” Marcos filed a resolution extending the age requirements for the SK up to 30 years old from the present 15 to 17 years old.

According to Mendros, if the proposal of Sen. Marcos will be considered, this will take a long process as Congress has to amend the law on age requirement for the SK. On top of this, the age requirement for one to run for a local post like mayor or even governor has also to be amended considering that even a 22 year old could run for a local post, Mendros said. The Comelec regional director, however, said that he personally believes that for one to be eligible as an SK, the age requirement must be from 15 to 25 years old. Increasing the age requirements for SK members to 25 years old would result to wider range of choices for youth leaders, Mendros explained.

“If we want to increase the age of SK to 30 years old therefore we need to amend the law that allows for a person to run for elective position like on local chief executive position by also increasing their age to above 30 years old,” he added. Leyte Vice Governor Carlo Loreto, meantime, said that while their council continue to function even without a representative from the SK, he still want to see one saying that they are better situated to really know the needs and concerns of the young sector they represents. During the recently listing up for the SK, there are now 220,416 eligible voters for the youth elections slated on February 21, 2015. Basey to commemorate Yolanda’s first year

BASEY, Samar- Officials and residents of this town are now readying activities to commemorate the first year anniversary of supertyphoon Yolanda. Basey is one of the two hard-hit areas in Samar when Yolanda barreled its way in Eastern Visayas, killing close to a hundred people and destroying thousands of houses. Mayor Igmedio Junjie Ponferrada said that they will hold a Mass to honor and remember those who were killed during the onslaught of Yolanda. He said that other activities are also being lined up during the commemoration of the first year anniversary of Yolanda. The town mayor also said that the occasion will also serve as a venue for them to express their gratitude to the various people and organizations, both local and international, for giving them the much needed assistance. Out-of-school youths in Catbalogan avails free computer lesson

CATBALOGAN CITY- Over 700 out-of-school youths from this city could now avail computer education which they could use to apply for work. The basic computer education for the youths who are not in school was made possible through a memorandum of agreement entered by the city government as represented by Mayor Stephanie Uy-Tan and the AIHU Foundation represented by its national president, Alex Sy.

The free computer education is dubbed as “van aralan” as those who will avail of the program will have their lessons inside a van. Mayor Tan said that she is grateful to the AIHU Foundation for the opportunity they extended to the youths of Catbalogan. According to her, by gaining knowledge on basic computer lesson, which will last for four months, could help them find a job. “Nowadays, one of the requirements for one to land a job includes know-how on computer. And I am grateful to the AIHU Foundation for giving the out-of-school youths of Catbalogan the opportunity for them to learn even just the basic on computer,” the mayor said.

Those who will avail the free computer education have to study for eight hours a day. Tan said that while the priority of the van aralan are the out-of-school youths, those interested like persons with disabilities, barangay officials, full time students and even employees of the City Hall could avail the program. “There are still several employees of the City Hall who does not know how to use computer,” Mayor Tan said. “Garden of remembrance” built in a Palo school

PALO, Leyte- The 67 school children from the village of San Joaquin who died during the onslaught of supertyphoon Yolanda were honored through the construction of a “garden of remembrance.” The garden of remembrance, located inside the San Joaquin Central School, this town, was formally inaugurated on October 10. The construction of said garden was initiated by pastor Victor Sang Yong Choi, a missionary who belong to the Truly Good Friends, a non-government organization based in Seoul, South Korea. Aside from the 67 school children, a teacher, Arleen Lacandazo of the same school, was also killed due to the storm surges generated by Yolanda. Tacloban City Vice Mayor Jerry “Sambo” Yaokasin, who attended the occasion, said that the garden of remembrance is for everyone to remember their loved ones who died during the typhoon. “I believe that through prayers, we can move on and continue living as we look to them in this garden,” Yaokasin added. According to Choi, the garden will serve as a comfort for the public to ease their agony. “I want to share not only food but also god of comfort and mercy for wounded heart,” Choi said during the simple ceremony attended by the school’s teachers, students and parents of those who died.
During the occasion, flowers and prayers were offered by those who lost their loved ones. Meanwhile, Pedro Lacandazo, a father who lost a total of 22 members of his family, expressed his heart-breaking testimony on how he struggle during the onslaught of the super typhoon. “Somehow this garden will help to give me strength and hope to continue living,” he said in his testimonial. He added that the stones placed in the garden will serve as a reminder that Yolanda caused for the deaths of his loved ones.  Choi hopes that the garden of remembrance will help ease the pains for those who lost their loved ones.
