OCD says quake did not cause much damage to EV

The strongest to hit the region in 2 years

TACLOBAN CITY- The strong 6.5 magnitude earthquake that rocked the region did not result to major damages.
This was the assessment made by the regional Office of Civil Defense (OCD) which said that no major infrastructures like roads and bridges sustained serious damage due to the tremor that hit the region on Tuesday (April 23) at about 1:37 pm.
“We are thankful that we did not sustain any major damage compared to Luzon’s 6.1 magnitude (tremor),” OCD Regional Director Henry Anthony Torres said.
Luzon, to include Metro Manila, sustained a 6.1 magnitude earthquake on Monday (April 22) which resulted to damages of buildings with 16 confirmed dead and still missing persons.
The Tuesday jolt was the strongest to hit the region since the 6.5 magnitude tremor on July 16, 2017 that killed four persons, injured 100 others and tumbled several buildings and houses. It also resulted to a region-wide power outage that lasted for weeks.
Torres also said that seven people sustained injuries as a result of the tremor with no casualty reported.
Of these injured people, three were from Catarman, Northern Samar-Ricky Pabroa,39; Joseph Froilan,46; and Ernesto Aseo,42; one from Mondragon town, also in Northern Samar, William Milagros;48 and one from Catubig, also in the same province, Nikki Osal,34; one from San Jorge, Samar, Clarita Borden; and one from Tacloban City, Analyn Ibanez.
The Tacloban Rescue Team Unit (Tacru), however, said that they rescued four people, three of them students, who sustained minor injuries due to the quake.
The regional office of the Philippine National Police (PNP), meantime, reported 17 persons who sustained injuries related to the earthquake.
In San Julian town, the epicenter of the 6.5 magnitude tremor, its municipal disaster risk reduction management officer, Florence Rebamontan, said that three persons sustained minor injuries.
They were Elsa Godino,67 of Brgy.3; Bonifacio Encabo, 70 of Brgy. San Miguel; and Dolly Ponbo,30 of Brgy. Nena whose house made of light materials was damaged after a firewall of their neighbor’s house fell down.
Rebamontan, in a phone interview, said that six public elementary schools in the town also sustained cracks.
These are the San Isidro Elementary School; Bunacan Elementary School; San Miguel Elementary School; San Julian Central School; Campidhan Elementary School and Libas Elementary School.
The portion of the belfry of the centuries-old Church of Our Lady of Seven Sorrows fell down due to the tremor.
She also said bridges located in the villages of Casoroy and Campidhan sustained some cracks though these facilities remain passable.
Roads leading to the villages of San Miguel and Bunacan also saw some cracks, Rebamontan said.
She also said that four houses were destroyed due to the tremor.
“Our power supply was restored at 10:30 Tuesday night,” she said.
Upon the order of Tacloban City Mayor Cristina Romualdez, a composite team led by the City Engineering Office immediately conducted their inspections on buildings, particularly business establishments and public offices, to ensure their safety for human use.
Among the facilities in the city that sustained damages were the Asian Development Foundation College and ACE Medical Center, whose construction is still ongoing, which sustained cracks, the OCD reported.
The regional office of the Department of Public Works and Highways (DPWH), in a separate report, said that all major roads and bridges in the region were passable.
Several government regional offices located at the Government Center in Palo, Leyte, like the National Economic Development Authority; Philippine Coconut Authority; and the Department of Education-Leyte office, sustained cracks.
Several barangay halls, basketball courts, schools, and government offices in other parts of the region also reported of minor damages, the OCD said.
The water supply in San Jorge town, Samar, was damaged due to the tremor, it added.
On the day the strong earthquake hit the city, panic ensued amid fear of a tsunami.
Mario Sy, who was just confined at Divine Word Hospital for a back pain and whose wife, May, just delivered their baby girl on April 20 were almost pinned down after packs of people who were standing at the hospital’s grounds went into panic and tried to get inside the facility as someone was overheard shouting of a tsunami coming.
The Philippine Institute of Seismology and Volcanology (Phivolcs) did not raised any tsunami alert though it said of aftershocks.
The tremor was felt in the city at Intensity 5.
The tremor resulted for the temporary shutdown of its power supply but was restored 10 minutes later.
Louis Po, a Grade 12 student, suffered a sprain on her left leg as she tried to get out from 578 Emporium, a business establishment located at its downtown area.
“I was on the elevator when the earthquake happened and suddenly, there was a mad rush of people going down,” she said.
Hotel guests were also seen coming out to the streets due to the tremor.
Artemio Caneja, regional director of the Department of Interior and Local Government, said that he was having a meeting at Hotel Alejandro when the tremor occurred, sending them to practice the hold, duck and cover.
“And after a while, we all went outside the hotel,” he said.
Classes and offices were promptly suspended due to the quake, resulting to a traffic jam.

Jail guards killed in an ambush

ORMOC CITY- Two prison guards from Leyte sub-provincial jail were killed in an ambush along the highway of Barangay Tagbubunga in Villaba town while escorting five detainees from a court hearing in the said town on April 16.
Police Capt. Ricky Rubillos, Villaba town police chief identified the slain guards as Leo Gonzales, 54 and Genesis Piamonte, 57.
Also killed was a certain JR, the driver of the tricycle the guards hired to transport them together with the inmates.
Patrolman Glenn Ian Belongilot, investigator- on- case, said the vehicle carrying the escort guards and the inmates were on their way back to the jail in nearby Palompon town when the perpetrators chanced and fired at the victims.
One of the inmates Rommel Tahanlangit, 36, said, he noticed a single motorcycle with one back rider appeared at their left side and started firing at them instantly hitting the guards back riding the driver.
Before the driver was hit, the vehicle first slowed down and swerved.
The suspects on paired handcuff only sustained bruises when they escaped by jumping at the high terrain. They returned and surrendered to the responding police few minutes later.
The inmates said that the two suspects were in clad of a mask and a helmet.
The inmates, who are charged with homicide, attempted homicide and attempted murder, are identified as Jeremy Davocol, 36;Ramonito Tahanlangit, 26;Rommel Pagatpat, 22;Renan Dawaton, 26;and Rommel Tahanlangit, 36.
Palompon Sub-Provincial Jail warden Prison Guard 1 Gilbert Cayubit claimed the jail’s service car was damaged during the onslaught of super typhoon ‘Yolanda’ has not been replaced.
Since then, they have been using public transport as their means when they are transporting their inmates attending for court hearings.
“This is the first time to happen and I am very sad. I lost two good men who became my very good friends at work”, the warden sadly expressed.
He also said that it is high time to really pursue in requesting service unit and ask for additional personnel.
Police has yet to determine the motive of the crime as their probe is still ongoing.

Rep. Espina envisions of connecting Biliran to Samar via sea travel

Part of a plan to make Biliran center of trade and commerce

NAVAL, Biliran- Rep. Rogelio Espina is planning to open an access connecting his province to Samar province by putting up a Roro (roll on-roll off) port.
Espina, who is running for governor in this summer midterm elections, said that connecting the two provinces will both benefit the two areas.
For one, he said, agriculture produce of his province can be transported and sold in Samar which is suffering some insufficient supplies of such staple.
Espina also added that connecting the two provinces, which could also lead to opening an access to the nearby province of Northern Samar, will make it easy for the people of Biliran to travel to Luzon.
He added that part of his plan is to have a Roro port either in the towns of Kawayan or Culaba as both areas are nearer to Calbayog City, a fast emerging area in Samar province.
“I am mulling of having a Roro port put up either in Kawayan or in Culaba. If this plan will be realized, this will be advantageous to both our provinces,” Espina said.
“Whatever abundant supplies we have in Biliran can be sold in Samar and even its nearby province of Northern Samar which are among the most depressed provinces in the country,” the outgoing solon said.
Biliran, a small island-province, has long been lifted from the list of among the top 20 poor provinces in the country and is experiencing rice sufficiency for the past years now.
If this access will be realized, it will only take about four hours of travel, cutting by half the current time travel of eight hours if one will travel by land from this provincial capital to Tacloban City to reach Calbayog City.
Rep. Espina said that he will first meet with officials of the Department of Transportations and the Maritime Industry Authority regarding his proposal.
For one, he would like to know if his proposal is feasible, adding that he hope that his idea will get the green light from both agencies.
He said that aside from fast and comfortable transportation, the Biliran-Calbayog route could open to more investors and tourists coming to his province.
“I envision of making Biliran a hub (of trade and commerce). So for this to be realized, I need to open an access via Calbayog,” Espina said.
He said that Biliran is not often considered by either investors or tourists because of its location which is not within the Pan-Pacific Highway, also known as Maharlika Highway.
“Our province is isolated from the Pan-Pacific Highway. If you want to come to Biliran, you really need to take some effort to reach our province,” Espina said.
At present, one can reach Samar from this province by using small motorized banca which is not sufficient as a mode of transportation in terms of volume of passengers and load capacity. (JOEY A. GABIETA)

DPWH warns employees not to engage in any political partisanship

CARIGARA, Leyte – The Department of Public of Works and Highways (DPWH) reminded its employees to not engage in any political activity, as election period heats up.
DPWH Secretary Mark Villar issued a memorandum dated February 15, 2019 prohibiting employees of the department from engaging in partisan political activity.
As provided in Article XI-B of the 1987 Philippine Constitution, “No officer or employee in the civil service, as well as any member of the military, shall engage, directly or indirectly, in any electioneering or partisan political activity, except to vote.”
Sec. Villar’s mother, Senator Cynthia Villar, is seeking for another term at the Senate in this year’s elections.
According to Engr. Gerald Pacanan, DPWH Leyte second district engineering office head, said that he is constantly reminding all employees regarding this memorandum and urges them to be mindful in expressing their political views and opinions.
“Whether you are a regular or job order employee, as long as you are working in the government, we must adhere to this call, so I constantly remind them about this during meetings and flag-raising ceremonies,” he said.
He added that employees who will violate this rule will be properly sanctioned. Possible penalties include imprisonment of less than one year but not more than six years, as well as dismissal from public service.
“We are civil service workers, so we should practice political neutrality,” he ended.

Explosive kills 9-year old boy in Northern Samar town

NPA denies responsibility on the killing

TACLOBAN CITY-A nine-year old boy died after he was hit by an improvised explosive device(IED) perpetrated by alleged members of the rebel group, the New People’s Army(NPA) in a remote village in Las Navas, Northern Samar on Wednesday(April 17) morning.
The boy was identified as Armando Remolde who happened to be in the area where the soldiers belonging to the 20th Infantry Battalion were positioned.
Lt. Col. Juan Gullem, the commanding officer of the said battalion, said that the incident happened at about 9:45 am in Barangay San Miguel.
In a phone interview, Gullem said that the rebels lobbed the IEDs towards the direction of the soldiers led by Lt.Ramil Sumawang.
“Unfortunately, it was the boy who was fatally hit by the IED.One of our men trained on survival skills tried to revive him but he was already dead,”Gullem said.
None of the soldiers sustained injury due to the blast.
According to Gullem, his men could not just fire back as they were concerned that civilians in the village, 13 kms away from the town proper of Las Navas, might be hit.
“We strongly condemned this atrocity committed by the communist terrorist group. They are so desperate that they did not even considered that we are observing the Holy Week,” Gullem said.
The soldiers were in the village as part of their community support program wherein they talk with the villagers on their concerns.
But in a press statement, the NPA through its Efren Martires Command denied that they were responsible on this incident, saying they do not target civilians.
“Whenever the NPA does commit mistakes, it takes responsibility and ensures justice and indemnification for any victims and the accountability of the erring NPA members. Let us thus wait for the official report of the responsible NPA command in the province and be critical of the anti-NPA and fascist propaganda of the Duterte regime and its Armed Forces of the Philippines,” said EMC spokesperson Ka Karlos Manuel.
Despite of the attack, Gullem urged the rebels to stop their terror acts and avail the program being offered by the government for rebel returnees.
“I call on them to return to the folds of the law and enjoy the privilege that the government offers to them under the Enhanced Comprehensive Local Integration Program where they can receive some financial assistance which they can use for them to live a normal life, “Gullem said.(RONALD O.REYES/(JOEY A.
