PSA asks unregistered individuals in EV to apply for live births before start of the program

TACLOBAN CITY-This early, the Philippine Statistics Authority (PSA) here in the region is asking individuals who have no live birth records to register themselves as they are readying for the implement the national ID system program July of next year.
Wilma Perante, PSA regional director, said that while Eastern Visayas is not part of the first regions in the country where the Philippine Identification System ID (PhilSys ID) is to be tested, they are encouraging those who have no records with their office to have themselves registered.
This way, they would not find any difficulties once the program will be rolled out starting on July,2020.
Perante, speaking during the weekly media forum ‘Kapihan ha PIA” on Thursday(Sept.26),they estimated that out of more than 4 million people of the region, 10 percent of them have no birth records at their office.
Around 90 percent of the people of the region have records with their office, using their registration level.
Thus, she said, they are asking them to register with their office under the early registration process being offered by the government.
Perante said that they are asking all the people of the region to cooperate, especially those who have no records with their office.
“We encourage those who have no live birth (record) to register under the late registration (policy) which is needed under the program before we implement it on July, 2020,” the PSA regional head said.
She said that those who will have no ID under the program, which is to be completed by 2022, are likely to be left out from programs being offered by the government where IDs are required.
“They will not benefit the programs of the government that requires an ID,” she said.
Perante said that under the program, all citizens of the country, from zero to 100 years old or more, to include the indigenous peoples (IPs), are required to enroll under it.
She said that basic informations of a person like his name, birthday, and address, among others, are those contain in the ID.
This early, Perante assured the public that all data contained under the ID will not be used for any sinister purpose but merely to have a single identification cards for all Filipinos.
“All informations contain in the ID will be strictly confidential as we adhere to the Data Privacy Act,” the PSA-8 director said.
Some sectors have expressed their opposition to the national ID system program of the government saying this could be used against them by the government.

GOVERNMENT CENTER, PALO, Leyte – Leyte Governor Leopoldo Dominico Petilla and Tacloban City Mayor Alfred Romualdez were endorsed by the members of the Regional Development Council (RDC) for Malacañang to appoint as the next chairperson of the said regional body.
The more than 50-member council, composed of representatives from different government agencies and private organizations, nominated both Romualdez and Petilla during their regular meeting Thursday (Sept.26) held at the regional office of the National Economic Development Authority (NEDA), which serves as the secretariat of the highest policy-making body of the region.
Also nominated were representatives from private sectors, namely, Roy Bernard Fiel, Luisita Quebec, and Miguel Tezon, for the vice-chairman of the council.
All the names of the nominees are to be forwarded to President Rodrigo Duterte who will have the final say who will become the next chairman and co-chairman of the RDC.
While Gov. Petilla once served as the RDC chairman in 2013 until 2016, Mayor Romualdez, who served as mayor of Tacloban City for nine years, has never been appointed to the post.
His wife, Cristina, however, served as the chairperson of the body from 2016 until June 30 of this year. His father, Alfredo ‘Bejo’ Romualdez, also served as RDC chairman from 1998 to 2001.
Gov. Petilla’s mother, Remedios, was also named as RDC chair from 2001 to 2004 while his brother, former governor and energy secretary Carlos Jericho, held the same post from 2011 to 2012.
Romualdez, in his message, admitted that during his nine years as city mayor, he seldom attended the RDC meeting and chose to send a representative on his behalf.
“After reading the mandate of the RDC, I felt compelled and decided to accept the nomination because I feel Tacloban City, being the capital of the region, all the municipalities and cities in the region are constituents. Whatever happens to Tacloban affects all municipalities, cities and provinces,” he said.
Earlier, Mayor Romualdez said that he is not that keen to succeed his wife as RDC chair though he was willing to serve if his services are needed.
“Rest assured, whether I will be part of the RDC as chairman or not, I will always be here 99 percent. Just coordinate with me, there is no conflict with any LGU as far as Tacloban is concerned,” the Tacloban city mayor said.
“I just want this region to overcome our target,” Romualdez added.
Gov.Petilla said that the position of chairmanship will always depend to the decision of the President.
Petilla disclosed that when he was serving on his first term, he was nominated for the post but declined.
He, however, was eventually named by then President Benigno Aquino III.
Petilla, in his message, said if he would be named as the next RDC chairman, he would push for the improvement of the region’s economy, which is one of the poorest regions in the country.
“I serve to the pleasure of the President. As RDC chair our main goal is for the common good of the people,” Petilla said.

Inmate freed thru GCTA surrenders in Baybay City

PALO, Leyte- A convicted person freed under the controversial implementation of the good conduct time allowance (GCTA) law voluntarily surrendered on Saturday (September 14) to police in Baybay City.
Authorities said that around 5 p.m. Saturday, Arnel Corcino, 28, single and a resident of the city voluntary surrendered himself to Baybay City Police Station.
Corcino was sentenced on January 20, 2016 by Regional Trial Court (RTC) Branch 14 in Baybay for the crime of murder.
He was released from Leyte Regional Prison (LRP), Abuyog, Leyte on June 8, 2019 under Republic Act 10592 pursuant to the Department of Justice approval as per memorandum dated 19 March 2019 from Undersecretary Nicanor Faeldon, director general of the Bureau of Corrections (BuCor).
His certificate of discharge from prison was dated June 8, 2019.

Oil Price Increase

The recent drone attacks on a huge oil facility of state-owned Aramco in Saudi Arabia increased the oil price in our country.
An oil shortage or steep rise in oil price will surely rock our economy. The “drone attacks on 2 major oil facilities of Aramco in Saudi Arabia are expected to cut the country’s output by 5.7 million barrels per day or more than 5% of the global oil supply.
The problem is, the Philippines rely heavily on imported fuel. It would have an adverse impact on the country. The government must ensure the compliance of oil companies with the minimum inventory requirement. There must be a continuous supply of fuel to the motoring public.
Following the attack in Saudi Arabia, global oil prices surged by 11% and are expected to further drive fuel prices up. Saudi Arabia is the top supplier of crude oil in the Philippines. We import 33.7% of our crude oil from this Middle East kingdom. Surging crude prices would lead to higher prices of goods and services, and a large import expense which could weaken the peso against the dollar. Oil prices would likely soar because no timeline for the restoration had been given.
Other OPEC countries and Russia can pump more oil but they don’t have enough space capacity to cover the entire shortfall.
The higher oil prices would in turn lower the income of PAL and Cebu Pacific Air by higher input cost.
Last year, the Philippines paid P707 billion for imported petroleum products up by 32% from 2017.
This attacks in Saudi Arabia affects the geo-political situation in the region and worsen relations between Iran and the United States. The United States accused Iran of an unprecedented attack on the world’s energy supply.

Martial Law 47 years ago

September 21 indeed is a very significant date in the history of our country. This is annually remembered but not celebrated because most reports in media, even in some public fora, give focus only on the negative aspects of the historic event.

There were indeed killings – called extra-judicial killings – as used in these times; of personalities identified as communist sympathizers and those who actively joined the rebellion, led by the Communist Party of the Philippines whose main objective was to overthrow the existing government. The rebellion almost succeeded because there were already several barangays especially in rural areas which were already controlled by the communist. In fact these barangays were already headed and operated by communist leaders. They were identified as shadow government because the official barangay officials still functioned.

To be an activist was a popular breastplate among students and young leaders in those times.
Graft and corruption was rampant then. It was because of this situation that on Sept 21, 1972 President Ferdinand Edralin Marcos declared Presidential Proclamation No 1081 putting the whole nation under a military rule or Martial Law. The president laid down 2 major objectives for such: “ to stop rebellion and create a New Society.”

For the many of us who already were matured enough during the Martial Law period know that indeed there were a lot of transformation in the way government was administered. Rebellion was neutralized, graft and corruption got checked and the most important achievement was the spread of massive infrastructure projects nationwide and were effectively done. Marcos-type school buildings were constructed even in far-flung barangays. And many more.

I find it a necessity therefore that after 47 years when Martial Law was declared that patriotic and responsible Filipino citizens to organize a group to help inform the millennial about the positive side of Martial Law to be fair and credible when one reads Philippine history.

Had Israel been an ordinary nation

It would have been extinguished centuries ago. Yes, with the kind of enemies it had repeatedly faced throughout history. With the natural harshness of its land. With its diaspora that lasted for several centuries. With the insurmountable hardships that its people went through. With its amazing restoration and rise to prominence in today’s modern world.
But the world, for one, is to know the God of the universe through the small nation of Israel. The Bible teaches that. So God, in his sovereign plan, had seen fit to preserve this nation against all odds. And, indeed, the amazing survival of Israel up to this day clearly manifests the existence of a divine protector, the presence of the God of the Bible, the reality of his power as creator and controller of the universe.
To borrow some data from a speech of Israeli Prime Minister Benjamin Netanyahu, the Jews, just 70 years ago, were taken to slaughter like sheep. They were a people with no country, and no army. Only a few hours after its restoration as a nation, seven (7) neighboring Arab countries immediately declared war on this newly-formed Jewish state. Just six hundred fifty thousand Jews (650,000) against millions of Arabs from Lebanon, Iraq, Jordan, Syria, Libya, Egypt, and Saudi Arabia. But Israel miraculously beat them.
Thirty-five (35) years ago, the three most powerful armies in the Middle East attacked them, but Israel had defeated them in six days. Various other coalitions of Arab countries with modern weaponry repeatedly attacked, only to end up each time in devastating defeat at the hands of the Jewish nation.
Now the Jews have a country, a powerful army and air supremacy, a cutting-edge economy with exports worth billions of dollars, hi-tech companies that develop sophisticated products, pools of dcotors and scientists receiving international awards for their research, satellites that had been sent into space, and many more. A country with 65% desert now sells oranges, flowers, and vegetables all over the world.
To think that, just a few decades ago, they were hopeless and helpless, doomed as they were led to the slaughter. How come they had won their wars and survived? They survived the Egyptian Pharaohs, the Babylonians, the Assyrians, the Greeks, the Romans, the inquisition in Spain, the madness of Hitler, the Holocaust, the armies of seven Arab countries, and the ruthlessness of Saddam—all of which did their best to destroy this tiny race, but the Jewish people survived. Ironically, these powers and cultures no longer exist today.
Who would have survived naturally against the aggression of these superpowers? Without divine protection from the God who promised to preserve this nation, Israel would have been wiped out centuries ago. That’s precisely why jealous nations are against the Jews. The God of the Bible, the creator of heaven and earth, continues to make his presence felt and seen not just through nature, through his Word, etc., but also through this tiny nation he protects and preserves for the world to believe there’s a God who rules the universe.
