DICT, provincial gov’t launches Wi-Fi sites in Northern Samar

CATARMAN, Northern Samar– The Department of Information and Communications Technology (DICT) in partnership with the provincial government of Northern Samar launched 22 Wi-Fi sites and a Tech4Ed Center in the province.

The project, launched on Tuesday (June 27), is part of DICT’s initiative to strengthen the free Wi-Fi sites in different localities as the country continues to transition to the new normal.

DICT Secretary Ivan John E. Uy stressed that the project will help Northern Samar in its efforts for growth and development.

“Information and Communications Technology has become the primary tool for our people, in our pursuit of growth and development and to cope up with the challenges of our times,” Secretary Uy said.

Northern Samar Governor Edwin Ongchuan and Vice Governor Clarence Dato supported the DICT’s project as it will bring Northern Samar closer to its vision of fully espousing digital governance.

“This program of the DICT has surely enabled us, both the community and the government to access greater avenues and opportunities for development and technological growth. Thanks to our DICT, together with provincial government, access to free internet is now at our reach,” Governor Ongchuan said.

Dato said the project will provide the needed internet connection in the province that will help continue its other projects.

“The free Wi-Fi for All Project of the department can provide in Northern Samar the much-needed source of connectivity for its line-up of priority projects,” Vice Gov Dato said.

The purpose of the Tech4ED project is to provide a hub for digital information and a reliable internet connection to the people of Northern Samar.

DOST offers scholarship grants for incoming 3rd-year college students enrolled in science and technology-related courses

TACLOBAN CITY – The Department of Science and Technology (DOST) in the region will be offering a scholarship program for incoming third-year college students who are taking priority courses.

DOST-8 center manager of the Science and Technology Human Resource Development Promotion and Information Center, and regional scholarship technical coordinator Ramil Uy said that they are offering the Junior Level Science Scholarship (JLSS) Program to undergraduate students.

JLSS aims to provide scholarships to qualified students taking science and technology courses and in the process, help address the inadequate supply of science and technology students.

Uy said that application for the JLSS scholarship grant had already started with July 28 as the last day of submission of application.

Interested applicants may visit E-Scholarships Application System – JLSS for further information and for requirements in filling for the scholarship grant.

The scholarship grant is available to regular second-year college students with a general average of at least 83 percent and has no failing grade from first year up to first semester of the second year.

“We already conducted orientation with our scholarship coordinators in universities on how they can assist our applicants in applying for the program,” Uy said.

Among the courses that are allowed to apply for the program are those enrolled under sciences, mathematics, engineering, agriculture, forestry, fishery, veterinary medicine, health and medicine-related courses, food-related courses, environmental science, food technology, fine arts and architecture, astronomy, marine biology, among others.

Successful applicants who will be part of the scholarship grant will be entitled to receive tuition and other school fee, learning materials and connectivity allowances, stipend, transportation allowance, thesis allowance, and graduation allowance.

More than 140 families affected by the demolition of the city government; LGU assures assistance to the displaced

TACLOBAN CITY – Over 140 families were affected by a demolition conducted by the city government of Catbalogan City on Monday (June 26).

However, the demolition turned ugly after an improvised bomb was thrown allegedly by some protesting residents of Barangay 6 to the demolition team from the city government.
The incident injured some personnel of the demolition team.

The residents were protesting the demolition of their houses on grounds that they were not being provided with a relocation site and economic loss.

However, the city government denied the claim of the affected residents saying that they have a relocation site in Barangay Payao which is just temporary as they will construct a tenement-type for the displaced families through the help of the Department of Human Settlements and Urban Development.

The city, through its administrator Dennis Cosmod, assured the affected families of assistance from the local government.

He also appealed to the affected families not to believe any misinformation saying they should directly contact him or any concerned official of the government.

The city government wants to relocate the families in Brgy. 6 as it identified the area as a ‘hazard zone’ being within the wharf area.

DPWH-NSSDEO completes resilient facility (Phase3) in Mapanas

NSSDEO, Brgy. Burabud, Laoang, N. Samar– The Department of Public Works and Highways Northern Samar Second District Engineering Office (DPWH-NSSDEO) recently completed the third phase of its P19, 590, 332.62 evacuation center project in Mapanas, Northern Samar.

In line with this, Christfer Construction & Supply took the responsibility to build the project according to the contract documentation, with a contract ID of 22II0065.

The General Appropriations Act (GAA) of 2022 is the source of fund of the project. It was directly supervised by Project Engineer Arturo C. Corocoto, Jr. to ensure that work is completed in accordance with the plan, with him is Resident Engineer/Project Inspector Geric C. Yu while Engr. Justino E. Serafin, Jr. is the designated Materials Engineer.

The scope of the project includes the removal of damaged/obstructed structures caused by the recent landslide. The replacement of damaged structures which includes reinforced concrete works, masonry works, and finishing works, fabricated material works, and painting works. Concrete painting includes the facade and exterior walls of the building while interior walls were partially painted and electrical and plumbing works were fully installed. The scope of work was completed on April 05, 2023.

The 2-storey evacuation center was built with an accommodation building, rooms, and other necessary facilities and equipment. This evacuation center project was implemented to improve preparedness and provide services to the people of Mapanas during disasters.(ZYRA JOY J. CHING,PIO STAFF/PR)

DPWH completes anew protection against storm surge

NSSDEO, Brgy. Burabud, Laoang, N. Samar-The coastal town of Mapanas now has an added protection against storm surges for the reason that Department of Public Works and Highways – Northern Samar Second District Engineering Office (DPWH-NSSDEO) completed the improvement of Mapanas Boulevard with Seawall in Mapanas, Northern Samar.

The improvement of this project includes the constructed 217 meters Portland Cement Concrete Pavement (PCCP) with a 0.434-km lane roadway. Alongside with this is a 217-meter seawall structure. The installation of 16 sets of solar street lights is also a component of the development which gave adequate lighting and improves visibility and safety to the roadway. This scope of work was completed on February 13, 2023.

The shore protection project became visible through the General Appropriations Act (GAA) funds of 2022. Furthermore, JD PARTUZA CONSTRUCTION & SUPPLY manages the construction work with a Contract ID No. 22II0050 and contract amount of P19,207,047.88.

To ensure that the construction of the project is in adherence with the DPWH quality standard, NSSDEO OIC-District Engineer Charlito S. Carlobos tasked Project Engineer Arturo C. Corocoto, Jr. with Resident Engineer/Project Inspector Geric C. Yu to supervise and monitor the said project.

The DPWH-NSSDEO optimisms that this improvement project will benefit the community through both protection and promote tourism in the area. The impact of seawall protection is to reduce coastal hazards such as storm surge during the occurrence of natural disasters while the roadway is for easy access to tourists so they can enjoy the pristine beauty of Mapanas coastal area.

40 Samar farmers receive e-titles generated under SPLIT

SAN JORGE, Samar – Forty agrarian reform beneficiaries (ARBs) from this town now savor the feeling of a landowner after they received their respective individual land titles from the Department of Agrarian Reform (DAR) last month.

Armando Fabillar, 53, one of the recipients of the electronically generated Certificates of Land Ownership Award (e-CLOAs), shared “We are grateful to our president, Ferdinand “Bongbong” Marcos Jr., and to the DAR for making our dreams to own a land come true.”
Fabillar, a father of two children and a recipient of a 2.5-hectare lot, was among those awarded with a collective CLOA in 1992.

To strengthen property rights of the ARBs to the lands they are tilling, DAR subdivides the lands covered by collective CLOAs and issues individual land titles under the Support to Parcelization of Lands for Individual Titling (SPLIT) project.

On May 11 this year, Provincial Agrarian Reform Program Officer II (PARPO II) Alfonso Catorce led the distribution of 40 e-titles generated under the SPLIT at this town’s municipal covered court.

During the said occasion, Catorce urged the ARBs not to sell their awarded lots acquired under the Comprehensive Agrarian Reform Program (CARP).

To be able to avail of the various assistance extended to ARBs, PARPO I Segundino Pagliawan advised them to join agrarian reform beneficiaries organizations (ARBOs) in their area.

Municipal Agrarian Reform Program Officer (MARPO) Ricardo Flor shared that the 40 e-CLOAs cover an aggregate area of 70.5 hectares situated in six barangays – Lapaz, Rosalim, Sinibaran, Sapinit, Bulao, and Mabuhay.

Earlier, the president ordered agrarian reform secretary, Conrado Estrella III, to fast track the distribution of individual titles to the ARBs under the World Bank-funded SPLIT project.
Meanwhile, Vice Mayor Jay Bisnar, who graced the said affair, expressed gratitude to the DAR for the various assistance it has been providing to the farmers, not just in San Jorge but throughout the province.

Catorce stressed that land distribution is DAR’s contribution to the End Local Communist Armed Conflict (ELCAC), a whole-of-nation approach in attaining inclusive and sustainable peace in the country.
