Red tide-free, BFAR lifts fish ban in Samar’s San Pedro Bay

TACLOBAN CITY – San Pedro Bay in Samar province has been cleared of red tide after more than three months of infestation, the Bureau of Fisheries and Aquatic Resources (BFAR) said on Monday(July 3).

The fisheries bureau said negative results for the toxin causing paralytic shellfish poisoning (PSP) were obtained from three consecutive weeks of sampling in the seawaters of Basey and Marabut towns in Samar province.

“The public is hereby informed that shellfish samples harvested from San Pedro Bay in Samar are now safe for human consumption. Likewise, gathering or harvesting and marketing of shellfish from the above-mentioned area are now permitted,” said BFAR Eastern Visayas Regional Director Hannibal Chavez.

Under Shellfish Bulletin No. 16, all bays in Eastern Visayas are now red tide-free based on the latest confirmed laboratory sampling of the BFAR main office.

However, a local red tide advisory issued by BFAR regional office here warned against harvesting, trading, and consumption of shellfish from Matarinao Bay to prevent the incidence of PSP, which can occur minutes after ingesting bivalve shellfish (such as mussels, oysters, and clams) that contain red tide toxins.

Matarinao Bay covers the coastal waters of the towns of General MacArthur, Hernani, Quinapondan and Salcedo in Eastern Samar.

“To safeguard human lives, a local red tide warning is issued in this area as a precautionary advice to the public to refrain from gathering, selling, and eating all types of shellfishes and Acetes sp. locally known as alamang or hipon from the said bay,” Chavez said.

The BFAR field office here is still waiting for confirmation from BFAR central office laboratory.

Although the shellfish ban has been lifted in almost all areas in the region, the BFAR regularly monitors all coastal waters to check possible recurrence.

Included in regular water sample checks are the coastal waters of Daram, and Zumarraga, Cambatutay, Irong-irong, Maqueda, and Villareal Bays in Samar; coastal waters of Guiuan in Eastern Samar; coastal waters of Leyte, Calubian, Ormoc, Sogod, Carigara Bay, and Cancabato Bay, Tacloban City in Leyte; and coastal waters of Biliran Island.

These areas had a history of red tide recurrence in the past years.

ORMOC CITY– One of the country’s most popular showbiz personalities, Vice Ganda, held a free concert here on June 29 as the city marks its annual fiesta.

The appearance of Vice Ganda, who headlines the ‘Its Showtime’ noontime show, was a fulfillment of a wish by the people of Ormoc, said Leyte Rep. Richard Gomez.

Gomez, former mayor of Ormoc City, said that the coming of Vice Ganda and other popular showbiz personalities of the country is a testament of the city being the ‘entertainment capital of Eastern Visayas.’

The more than two-hour concert of Vice Ganda, held at the city’s public plaza, was attended by over 150,000 people, some coming from outside Ormoc City.

“Ormoc is now gaining ground as the entertainment capital in the region as the city managed to stage concerts and events,” Gomez said.

TACLOBAN CITY- Faithful from this city and the rest of Leyte province will once again pay their homage and piety to Senior Santo Niño as Tacloban marks its 134th fiesta celebration on Friday (June 30).

A Pontifical Mass will be celebrated by Archbishop John Du at the Archdiocesan Shrine of Sto. Niño, formerly the Santo Niño Church, at 9:30 am.

The miraculous centuries-old image of the Child Jesus, the patron of this city, is placed at the archdiocesan shrine’s retablo.

The archbishop, who was responsible for the elevation of the Santo Niño church into an archdiocesan shrine in 2021, will be joined by other prelates and priests across the region during the Pontifical Mass which is expected to last for over two hours.

Top officials of the city and the province like City Mayor Alfred Romualdez, House Speaker Martin Romualdez, and Governor Carlos Jericho ‘Icot’ Petilla are expected to attend the Holy Mass.

This year’s celebration is anchored on the theme ‘Pagimugso han Singbahan Isip Usa nga Sinodal ug Misyonero nga Katilingban’ (Towards a Missionary Synodal Church).

Aside from being the patron of Tacloban, the Santo Niño or the Child Jesus has also been declared as the ‘heavenly patron’ of the entire Leyte province by virtue of a decree issued on June 1, 1967 by then Palo bishop Teotimo Pacis.

When Super Typhoon ‘Yolanda’ (international name: Haiyan) pummeled the city and the rest of the region, the Santo Niño Church was among the structures that sustained major damages.

Through the help of the private sector and even funds from the Vatican, the church was restored, adding new extensions.

The Pontifical Mass will be followed by a fluvial procession which is to start at 1:30 pm with the image of the Santo Niño, among the few instances the image is being taken out from the archdiocesan shrine, on board of a vessel making its way around San Pedro Bay.
A land procession will follow at around 4 pm where devotees and faithful are to join the procession making their way to major streets of the city ending at the Santo Niño Archdiocesan shrine.

And by 6 pm, another mass will be held at the Santo Niño Archdiocesan shrine with Bishop Rex Ramirez of the diocese of Naval as the main celebrant.

Tourists expected to descend to the city for its annual fiesta

With COVID-19 restrictions lessen

TACLOBAN CITY– Tourists are expected to flock to this city as it celebrates its annual fiesta-now on its 134th year- on June 30, honoring its patron Senior Santo Niño.

Tourism officer Malou Tabao said that with the restrictions due to the pandemic caused by coronavirus disease (COVID-19) has been lessened, they expect droves of tourists to come to the city, particularly to witness its Sangyaw Festival’s Parade of Lights scheduled a day before the fiesta.

“We can expect thousands of tourists and guests to come to the city to join us to celebrate our fiesta and watch our activities like our Sangyaw Parade of Lights,” she said Tuesday.
Tabao said that prior to the pandemic, a million of tourists came to the city during its fiesta celebration, many of them Taclobanons who now work and stay abroad.

She said that the festivities also help the local economy with guests staying in hotels, hiring transport vehicles, eating in restaurants, and buying local products, among others.

Among the highlights of the annual city fiesta is the holding of the ‘Sangyaw Festival Parade of Lights’ which is participated by schools and barangays and private sectors.

The contingents have their street performances clad in colorful costumes dancing to a beat, giving honor to the Child Jesus.

For this year, 12 contingents participated who vied for the top prize of P500,000. Each of them was given a subsidy by the city government worth P100,000.

The Sangyaw Festival was organized by former first lady, Imelda Marcos, in 1983 but was stopped after the EDSA Revolution in 1986.

Mayor Alfred Romualdez, nephew of Marcos, revived the cultural festival in 2008, and since then been celebrated during Tacloban’s annual fiesta.

Tacloban is the only area in the Philippines that give honor to Senior Santo Niño in the month of June, unlike in other areas which hold their patron and festival in honor of the Child Jesus every January.

The holding of the city fiesta every June traces the return of the miraculous image of Santo Niño to Tacloban on June 30,1889 after it was found floating off the coast of Semirara Island, Mindoro.

The image, placed in a crate, was among those that were on board a boat from Manila that caught fire while on its way to Tacloban.

The image was brought to Manila for restoration and enhancement.

TACLOBAN CITY – After three years of hiatus due to the coronavirus disease (COVID-19) pandemic, the Pintados Festival returns but with only four contingents participating.
Still, they pushed through in holding the Pintados Festival even with a few contingents joining as a way to show that the city has returned to normalcy, Pintados Foundation president Eugene Tan said.

In previous years, the Pintados festival is held every June 27 but Mayor Alfred Romualdez in an earlier interview said that they will allow other festivals to hold their events but only during the weekend reason this year’s edition was held on a Saturday, June 24.

The city has its own festival called Sangyaw Parade of Lights which is now in its 15th year and slated on June 29.

“We immediately agreed because we want to have peace in celebrating the fiesta of our Sr. Santo Niño,” Tan said.

“We are happy that we are able to return, although we do not have that many contingents but we have those with quality performances and give joy to the people which is our ultimate goal. Making people enjoy the Tacloban fiesta,” he added.

Pintados, which is now in its 36th year, is one of the three festivals being held relative to the fiesta of Tacloban giving honor to its patron, Senior Santo Niño.

It has a partner festival, the Kasadyaan – a competition of all festivals in the province of Leyte but the organizers headed by Palo Mayor Remedios Petilla decided not to hold a competition this year due to lack of preparations by local government units.

The contingent of Alang-alang, Leyte, ‘Tribu Mag uruma of Lingganay Festival’ was declared as this year’s winner, defeating the reigning champion, ‘Tribu Mangirisda’ of Tanauan’s Pasaka Festival.

Mayor Lovell Yu Castro expressed her appreciation to all festival contingent dancers and members for bringing glory to their municipality.

The town mayor added that this accolade will help them in promoting Alangalang not only to tourists but also to investors.

DA expands soil rejuvenation program in Eastern Visayas

TACLOBAN CITY – The Department of Agriculture (DA) is expanding the implementation of its soil rejuvenation program to increase yield covering 10 more farming towns in five provinces of the Eastern Visayas region.

DA Eastern Visayas Regional Executive Director Andrew Orais said the Yamang Lupa: sustainable community-based action R4DE for enhancement, upliftment and prosperity (SCALE-UP) program is now ready for application in other areas following the success of the pilot program in selected rice farms in Samar and Leyte provinces.

For this year, the covered areas, measuring over 10,000 hectares, are Abuyog and Javier in Leyte; Maasin City and Bontoc in Southern Leyte; Borongan City and Salcedo in Eastern Samar; Catarman and Allen in Northern Samar; and Naval and Caibiran towns in Biliran province.

“Yamang Lupa SCALE-UP program in the region aims to harness the adaptive science revival strategy to further boost farmer productivity. We are praying that this project will be our key in achieving food security in the region,” Orais said Monday.

The department launched the program in 2014, which included three provinces – Samar, Quezon, and Zamboanga Sibugay as pilot areas.

Replicating the success of the program in Samar, the DA has included Javier and Abuyog towns in Leyte as expansion areas in 2022.

Leonarda Londina, DA regional chief research division, said the program is an adoption of Bhoochetana principles and approaches for natural resources management towards sustainable agriculture. Bhoochetana is an Indian term for soil rejuvenation.

“The objective is to develop a program management structure and policies within the regional network, increase agricultural productivity and profitability while conserving the natural resources, enhance capacities of farmers and groups, community, and other stakeholders and to develop sustainable livelihood and enhance marketing strategies,” Londina added.

The pilot implementation in Samar generated soil fertility maps, adopted the best farm management practices, and followed the recommended macro-and micro-nutrients for soil rejuvenation, according to DA.

The DA reported that the average yield in tons per hectare of all commodities increased significantly, with ginger, rice, and sweet potato, posting a 193 percent, 30 percent, and 79 percent increase, respectively. (PNA)
