TACLOBAN CITY- City Vice Mayor Jerry “Sambo” Yaokasin said that a building that will serve both as training center and a library will be constructed in Tacloban. Yaokasin said that the multi-functional building will be constructed by a private group, the Inner Wheel Club of the Philippines, at a cost of P1.8 million. The groundbreaking for the construction of the building, which is located within the compound of the Legislative Building, is scheduled on September 5, 2014. It is expected to be finished before November 8, the first year of the massive disaster that was supertyphoon Yolanda that pummeled Tacloban. According to Yaokasin, aside from being a training center, it will serve also as a mini-library and a center on climate change. The vice mayor said that the group liked the idea of having a center on climate change considering that Yolanda was said to be largely due to the ever changing climate conditions. The proposed two-story can also serve as a venue for trainings or seminars, Yaokasin said.
