The Department of Public Works and Highways Northern Samar Second District Engineering Office (DPWH NSSDEO) held a program on July 23, 2026 in observance of the 48th National Disability Rights Week pursuant to Proclamation No. 597 s. 2024 with the theme “Rights First, Legislation Forward: Strategic Action for Equal Participation and Inclusive Development”
The event aimed to highlight the rights of persons with disability and push for stronger implementations of disability-related laws and programs.
Gracing the activity as Keynote Speaker was Hon. Albert P. Yruma, Presiding Judge of MCTC Pambujan and Silvino Lubos. In his message, Judge Yruma, emphasized the laws and policies benefiting persons with disability and highlighted the importance of equal participation and inclusive development in building a more accessible and responsive community for PWDs.
Participants engaged in discussions and activities that promoted awareness, strengthened advocacy, and fostered collaboration among stakeholders to advance the rights, inclusion, and overall welfare of persons with disability.
