PDEA seized high-grade marijuana from a courier service in Tacloban City

TACLOBAN CITY– The Philippine Drug Enforcement Agency (PDEA) in a joint operation of the Tacloban city police’s drug enforcement unit seized an estimated one brick of high-grade marijuana estimated to weigh one kilogram inside a warehouse of a courier services at about 11:35 am on Saturday (April 6) at the JRS Express, Gomez Street, Brgy. 20 of this city.

The PDEA said that a random checkup of K9 dogs of PDEA at the said courier resulted in the recovery of the illegal items.

It added that the K9 dog sat on the package to a consignee identified as a certain Mitch, a male, and a resident of Brgy 109, V&G subdivision Tacloban City who is at large. During inspection the PDEA officers found one brick inserted at several clothes inside a package.
The brick was a high-grade dried marijuana estimated to weigh around one kilogram with an estimated value of P200,000.

Said drug evidence is now in the custody of PDEA8 for proper disposition. While the consignee is set to be invited by PDEA at their office on Monday.

Amid uproar from Borongan officials, residents

TACLOBAN CITY– The Department of Public Works and Highways (DPWH) in the region has stopped the construction of a seawall in Barangay Lalawigan, Borongan City.

This decision was announced by DPWH-8 Regional Director Edgar Tabacon following an ocular inspection conducted by a team from the regional office on Tuesday (April 2) at the site of the seawall project in Lalawigan.

“Upon the request of our city mayor, barangay officials, and other city officials, we have decided to temporarily suspend the construction work while the request for the realignment of the seawall is under review by the DPWH,” Tabacon stated.

“For now, we have verbally instructed the contractor to halt construction temporarily. Subsequently, we will organize a public consultation to determine the new alignment for the project,” Tabacon added, mentioning that a written order for the temporary stoppage of the project will follow.

Residents of Lalawigan village, along with city government officials, have raised concerns about the design of the seawall, which they argue is poorly planned and encroaches on coral areas, potentially impacting the livelihoods of fishermen.

Additionally, the project would affect residents of Divinubo Island who rely on the coastal area of Lalawigan for docking their motorboats when conducting transactions and trade in the city proper.

Mayor Jose Ivan Dayan Agda, leading the city government officials, emphasized that no infrastructure should infringe upon the Borongan reef line, which serves as a crucial defense against calamities.

He expressed gratitude to DPWH-8 officials for heeding their appeal during the ocular inspection.

“It was my duty to advocate on behalf of the people’s concerns,” Mayor Agda conveyed to the DPWH-8 officials.

Construction on the seawall project in Lalawigan village commenced in March, catching residents and city officials off guard when corals along the shoreline were extracted.
The city government promptly requested the temporary suspension of the project and proposed a redesign that would preserve the beachfront, popular among visitors and tourists, including surfers.

The seawall project, with a total budget of P864 million, is slated to be implemented in six phases.

Eastern Samar town launches program to help pregnant women with needed services for free

TACLOBAN CITY – The local government unit of Arteche in Eastern Samar has started the roll-out of ‘MaMa or the Masustansyang Pagbubuntis, Masiglang Kamusmusan’ program in partnership with the Philippine Business for Social Progress (PBSP).

PBSP is the largest business-led non-government organization committed to poverty reduction and sustainable development through relevant and responsive programs on health, education, environment, and livelihood.

MaMa is a project of PBSP and adopted by the municipal government of Arteche under ‘Project S-U-S-A-N-e’ or the Sustainable Nutrition and Nanay Empowerment program that also aims to assist mothers and women of the municipality.

The program focuses on pregnant women where they are given free prenatal tests and vitamin supplements as well as nutrition education sessions to assist them during their pregnancy and to help ensure a healthy first 1,000 days to their children.

At least 35 pregnant women from various villages of Arteche were selected to be part of the program implementation.

“From pregnancy until their children reach two years old, they will be assisted under the program and we will have close monitoring to ensure that they will receive services like antenatal testing, Luto Ni MaMa Nutrition Education Sessions, Complementary Feeding, and Periodic Weigh-Ins among others,” Mayor Roland Boei Evardone said.

Mayor Evardone said that this program will be implemented for three years.

The LGU is also partnering with the PSBP for the implementation of the Lunchbox Library which is also a program of the non-government organization under the NextGen Initiatives focusing on the health and nutrition, and education of the children.

The Lunchbox Library is a 20-week reading and feeding program for school-age children funded by the NGO in partnership with the Department of Education Arteche District and Federation of Parents Teachers Association.

The focus of the program is to assist students who have reading and comprehension problems and incorporate it into a supplementary feeding program providing them with essential nutrients necessary for brain function and mental performance.

2 dead bodies discovered in a river; police yet to discover cause, perpetrators

TACLOBAN CITY – Two dead bodies were found at the Sapiniton River in Zone 2, Barangay Guinciaman, San Miguel, Leyte, on Thursday (April 4) at 8:30 pm.

The victims, identified as alias Taling, 45, and resident of Brgy. Guinciaman and alias Berto, 42, and a resident of Barangay Libtong, San Miguel, Leyte, were found lifeless and submerged in the middle of the river.

According to PMAJ Ronald Espina, the victims had ventured to the area to retrieve their carabaos, which they had pastured along the banks of the Sapiniton River, prior to the tragic incident.

Further investigation by the San Miguel Municipal Police Station, revealed that the victims had sustained fatal gunshot wounds, leading to their untimely death.

In light of these findings, the cadavers of Taling and Berto were transported to the rural health unit for a post-mortem examination.

CDEO breaks ground on key farm-to-market road projects in Tacloban City

TACLOBAN CITY-Tacloban City District Engineering Office (TCDEO) commenced the groundbreaking ceremony for two significant road projects, the construction of crossing San Roque-Sitio Kulapniton and the improvement of New Kawayan-Santo Niño farm-to-market roads, on March 11, 2024.

The event, held to inaugurate these vital infrastructure initiatives, saw the presence of esteemed officials including OIC District Engineer of TCDEO, Rebecca G. Yuse, and key personnel from the Department of Agrarian Reform Regional Office VIII, notably Ismael P. Aya-ay and Attorney Daniel E. Pen. Local government unit (LGU) representatives from Camansihay and Sto. Niño, including Brgy. Camansihay Chairman, Adan Esmeres, and Brgy. Sto. Niño Chairman, Edgar B. Grego, also graced the occasion.

In addition to government officials and stakeholders, farmers, the primary beneficiaries of these infrastructure projects, were in attendance.

The construction of crossing San Roque-Sitio Kulapniton farm-to-market road, valued at P75 million, is funded under the General Appropriations Act 2023, Department of Agriculture-Farm-to-Market Road (DAR-FMR). Encompassing 3.00 lane kilometers of concrete, the project’s timeline spans 197 calendar days.

Simultaneously, the improvement of New Kawayan-Santo Niño farm-to-market road, a P21-million endeavor, also receives backing from the General Appropriations Act 2023, DAR-FMR. Spanning 1.418 lane kilometers of concrete road, this project is scheduled for completion within 72 calendar days.

Expressing optimism and gratitude for the transformative impact of these projects, Brgy. Camansihay Chairman, Adan Esmeres, remarked, “Dako ine na grasya farm-to-market road.”

Echoing this sentiment, Atty.Pen emphasized the broader significance of these initiatives, stating, “This is not just a farm-to-market road; this is a bridge towards progress.”

OIC-DE Yuse underscored the critical role of accessible roads in fostering economic development, asserting, “Kun waray dalan na maupay tikadto ha atun mga mercado, mahal it atun paralitun.”

These projects signify a concerted effort towards infrastructure development, poised to enhance connectivity, facilitate trade, and uplift the communities they serve in Tacloban City. (PR)

Operations at the DZR Airport return hours after runway problem resulted in flight cancellations

TACLOBAN CITY – Regular operations have resumed at the Tacloban Airport a day after the completion of emergency runway repair, the Civil Aviation Authority of the Philippines (CAAP) said Thursday.

The CAAP field office here said Philippine Airlines canceled during the day eight flights from and to this city and Cebu Pacific (CEB) suspended six flights early morning but resumed their flights to Tacloban around 10:30 a.m.

“The CAAP management wishes to convey our sincerest apologies for the inconvenience. Thus, the safety of the riding public is our topmost priority. Further, kindly coordinate with your respective airlines for updates of your flights,” the agency said in a statement.

AirAsia resumed their operations at 5:40 a.m. on Thursday and added two recovery flights for passengers affected by temporary airport shutdown.

CAAP reopened the Tacloban airport runway around 5:30 p.m. Wednesday (April 3), after hours of emergency repair due to a peeled-off portion of asphalt overlay that was noticed around 7:30 a.m.

Even after the repair, airlines canceled the late afternoon to evening flights on Wednesday.
Of the 17 outbound flights, 14 were canceled starting at 10 a.m. until Wednesday night.
The overlay was peeled off around 7:30 a.m. on Wednesday during the take-off of a Philippine Airlines aircraft.

The asphalt, according to CAAP, was just overlayed on Wednesday morning as part of the long-term project to improve the airport’s 2,100-meter runway.

In January 2018, the airport was also closed for two days due to emergency runway repairs.

Daniel Z. Romualdez Airport in Tacloban is one of the country’s busiest, with 36 daily flights between Manila and Cebu.

The airport in the regional capital ranked as the country’s seventh busiest in 2022, with 1,489,803 inbound and outbound passengers.

Named after Daniel Z. Romualdez, former speaker of the House of Representatives, the airport serves as the main gateway from Manila and Cebu to Eastern Visayas.
