
TACLOBAN CITY — Motorists traveling along the Palo-Carigara-Ormoc (PCO) Road in Leyte can now expect smoother and safer rides following the completion of preventive maintenance works by the Department of Public Works and Highways (DPWH) – Leyte 2nd District Engineering Office (L2DEO).
The project, which covered the stretch from K0959+500 to K0960+443 in Barangay Nauguisan, Carigara, forms part of the agency’s ongoing Asset Preservation Program under the CY 2025 General Appropriations Act, with a total funding of P64.9 million for primary road maintenance.
District Engineer Leo Edward Oppura said the project involved the removal of deteriorated asphalt, application of a new asphalt overlay over 22,787.84 square meters, and intermittent reblocking of damaged Portland Cement Concrete Pavement (PCCP) over 1,846.99 square meters. Reflectorized thermoplastic pavement markings were also applied to enhance visibility and road safety.
Oppura said the completed maintenance work ensures safer and more reliable access for commuters, businesses, and emergency services while helping reduce vehicle operating costs and travel time.
“This project is part of our commitment to maintaining road quality and ensuring the long-term serviceability of national highways in Leyte,” Oppura added.
The Palo-Carigara-Ormoc Road serves as a major transport artery connecting several municipalities and facilitating the steady flow of goods and services throughout the province.
Construction was carried out by Duros Development Corporation, which implemented the works starting in June 2025.
